Studies Of The Elevators Safety Supervision In Binhai New Area Of Jinzhou

Elevators play a vital role in today’s life,being closely related to public safety.In recent years,with the acceleration of urbanization process forward,high-rise building gradually come into our life,leading to the rapid growth of elevator’s number.China’s elevator production,current capacity and annual growth are the world’s largest.According to statistics,the total number of elevators in China at the end of 2013 was 3.0093 million.At the end of 2014,the total number reached 3.5985 million.By the end of 2015.the total number of lifts in China had risen to 4.2596 million.And then there are some accidents caused by elevator failures.In 2013,there were 70 elevator accidents in China,with 95 cases in 2014 and 58 cases in 2015.Especially the bad effects of jingzhou "July 26" elevator accident in hubei province and July 15 shenyang elevator falling accident,so we have to attach importance to the elevator safety.Basing on the present situation of elevator safety supervision in jinzhou binhai new area,using for reference to domestic and foreign elevator safety regulation,on the basis of relevant research results and experience of practice,we studied the jinzhou binhai new area of elevator safety regulatory issues through the method of literature analysis,questionnaire and the empirical analysis.It is found that there are problems such as elevator safety supervision missing,the low degree of coordinated supervision,the fewer regulators at the grassroots,the lack of function of dynamic supervision system.Aiming at the above problems,this paper makes a deep discussion basing on the theory of accident cause and the theory of inter-departmental cooperative governance,analyzes the reasons and puts forward the corresponding countermeasures.The specific counterm easures include:perfecting the laws and regulations and system,bringing the elevator liability insurance into the laws and regulations,the government buying services to the public,combining the periodic inspection and supervision inspection,cross departmental collaborative governance,increasing investment in supervision of funds and personnel at the grass-roots level,strengthen the supervision of grass-roots staff and professional training,improve the existing system of various regulatory function,establishing the elevator emergency rescue platform based on current system resource,developing software of on-site super vision for mobile phone APP relying on the existing system resources,etc.In addition,it also puts forward the idea of integrating elevator liability insurance into laws and regulations and the market reform.
