A Research On The Supervision Of Elevator Safety In Zhaoqing City

In recent years,with the rapid development of urbanization,elevators are gaining their popularity by leaps and bounds,becoming a key transportation method in urban life.An annual increase of 20% growth is seen currently,which not only brings convenience to people's life,but also comes along with deeper social conflicts.When accidents caused by elevators and their breakdowns never seem to stop,elevator safety has become a focal point of public concerns.People care more and more about the safety conditions of the elevators around them.Behind all the safety issues regarding elevators,there is an invisible net woven by all stakeholders including government sectors,inspection authority,elevator manufacturers,entities that are liable to the maintenance and repairs,developers,property owners,end users and passengers.They share interests and at the same time,are the sources of all conflicts.The main problems relating to the supervision and management of elevator safety include many of the contradictory dilemmas,such as the conflicts between a rapidly increasing number of elevators and the shortage of supervision hands,that between the profit gained by the developers and the investment in the safety related utilities,between management input and economic concerns of property management companies,between maintenance and repair cost and profit of elevator maintenance units,as well as that between the increasing awareness of protecting their legal rights of users and the uncivilized behavior in using elevators.Unless the above mentioned dilemmas are solved,it is impossible to predict a good and safe environment for elevator operations,and the key solution lies in a desired participation of all the stakeholders in actively working on the elevator safety supervision.That is what is named as supervision pluralism.This paper,by employing methods like basic data analysis,questionnaire surveys and call-on interviews,has thoroughly studied the safety situation of the elevators in the City of Zhaoqing and by rationalizing statistics,implementing studies and analyzing survey results,has given a peep into the safety concerns of the elevators in Zhaoqing.It comes to a conclusion that the supervision mechanism for elevator safety has an unbalance in rights and liabilities;the public has an in-depth misunderstanding of the safety management;the using entity has a slack sense of responsibility;the maintenance quality is desperately poor and maintenance market is in a complete anarchy while the inspection market is void of competition and the like.The paper also looks into the reasons and causes of such problems.In the end,by taking reference to the successful experiences of foreign practice,combined with the detailed requirements for the elevator supervision reform by Guangdong Government,it presents a proposal which starts from transforming the government supervision mode,completing and upgrading elevator safety accountability system to form a multiple-entities-supervision mechanism and other related aspects to improve the elevator safety situation in Zhaoqing for the relating authorities to refer to.
