Under the background of building a resource-saving and environment-friendly society in China,the natural advantages of all-weather railway transportation,wide coverage area,low transportation cost and compound environmental protection development concept should have occupied more shares in the rapid development of logistics market,but the railway material flow has fallen into a depressed development situation.In addition to the objective reasons for the in-depth adjustment of the economic structure and the transformation of the economic development mode,the reason for this is the disconnection between the railway transportation organization and the modern logistics market.Xining train depot,as the transportation unit directly under Qinghai Tibet group company,the first 5A level logistics enterprise in Qinghai Province,has been undertaking the traditional railway transportation projects for many years,and has played an important role in the economic construction of Qinghai Province,especially Xining city.However,in recent years,with the continuous increase of logistics demand in Xining City,the continuous acceleration of the development process of logistics industry and the increasingly perfect market changes of private logistics enterprises,Xining train depot still continues to use the old management and operation mode,lack of innovative marketing means in the operation and development,resulting in the continuous decline of enterprise share in the transportation market,and increasingly severe business forms.Based on this,the author chooses to study its logistics development.First of all,this paper analyzes and summarizes the advanced experience in the service mode and concept by reading the relevant literature on the logistics development of domestic and foreign railway and express industry.Secondly,it analyzes the internal operation characteristics and external logistics environment of the logistics development of Xining railway depot by visiting the functional departments of the government and the associated enterprises of railway transportation,issuing the service quality questionnaire,carrying out the data analysis of goods source and goods flow,in-depth investigation of the organization setting of Xining railway depot.On this basis,the SWOT quantitative analysis method is used to analyze the logistics development of Xining depot from four aspects: advantages,disadvantages,opportunities and threats,and the factor proportion scale table in AHP is used for reference to calculate the characteristic vector and weight of each hierarchical index,as well as the contrast moment of each index Then the weight value of each layer index relative to the total target of SWOT is calculated.Finally,according to the overall strength vector of the factor set,the paper constructs the development strategy quadrilateral SWOT map of Xining depot transformation modern logistics,determines the strategic quadrilateral center ofgravity and strategic azimuth,and according to the corresponding relationship between strategic type azimuth and strategic type,determines the opportunity type strategic measures should be taken for the development of Xining depot logistics.Combined with the above analysis and the logistics market of Xining depot,according to the logistics demand characteristics of the service group,the logistics development strategy is formulated: accurate market positioning,establishment of modern logistics enterprise management system;innovation of goods source organization mode,strengthening the whole process logistics and transportation organization,and constantly expanding the logistics market;through the expansion of the fourth party logistics service,storage service,and container transportation Transportation,as well as the joint development with the manufacturing industry,extends the railway logistics service chain;strengthens the road enterprise financing,jointly creates the logistics park,forms the logistics alliance pattern;pays attention to the introduction and training of talents and technology,improves the railway specialized and intelligent logistics level;uses the service concept of excellent logistics companies for reference,transforms the inherent management idea of railway into the market demand idea and service Effective measures such as customer concept provide practical reference value for the logistics development of Xining depot.
