Abstract/Summary:
The urban underground pipeline is an important part of the urban infrastructure,which is related to the normal function of the city and the happy life of the residents.Along with the improve level of urban digitalization and informationization,the shaking changes have been occurred in our city,but compared with the modernization and intelligence of aboveground buildings,the underground pipelines in China are still in a disordered state.The disordered state of the underground pipeline caused the repeated excavation of urban roads,seriously damaged the image of the city,caused great waste to the underground space of non renewable resources,and even endangered the safety of residents.Therefore,it is especially necessary to plan,construct and manage the underground pipeline in the form of Underground integrated pipe gallery.At present,the construction of Underground integrated pipe gallery is limited by high early investment and high operation and maintenance expenses at post period.The effective expenses share mechanism has not been formed between each participating subject.The depending on the government’s full-amount investment model will restrain the rapid development of Underground integrated pipe gallery.Therefore,the fundamental to achieve the continuous development of Underground integrated pipe gallery is solving the capital difficulties and exploring normal expenses share method of underground integrated pipe gallery.The paper mainly conducts the following research regarding the cost share of Underground Integrated Pipe Gallery.Firstly,find out the problems existing in cost share through researching the current situation of cost share of Underground Integrated Pipe Gallery,make clear the relationship of expenses share mechanism,positioning of pipe gallery and relevant systems in China and analyze the principle and steps of cost share of Underground Integrated Pipe Gallery conforming to Chinese’s national situation.Secondly,combining with the full-life cycle period expense theory,discuss the composition and characteristics of cost share of Underground Integrated Pipe Gallery,expound main expenses to the shared in Underground Integrated Pipe Gallery,propose the calculation method of full-life cycle expenses,and lay foundation for the estimate and share of project expenses.thirdly,organize the common expenses share method,compare and analyze the respective advantages and applicability.Combining with the project features of Underground Integrated Pipe Gallery,analyze the application of proportion share method in Underground Integrated Pipe Gallery,point out the shortcomings and improve the traditional methods.It is the first time to propose group decision utility model based on fair and reasonable perspective to solve the cost share in Underground Integrated Pipe Gallery.Afterwards,the derivation square method is used to combine multiple share methods and empirical research is conducted finally.The paper obtains the normal method of solving the expenses share problems in underground integrated pipe gallery.The research discovers the combination of improved Proportion Allocation Method;Group Decision Making;Deviation Square Method is applicable and feasible in the cost share of Underground Integrated Pipe Gallery.
