In recent years,the overwhelming flood had happened at home and abroad.In Hunan Province,flood disasters of different degrees occur almost every year,is a high-risk area for floods.The huge property damage caused by the floods and the casualties of a great number of people had caused major obstacles in social development and the economic construction.To this end,the scientific organization of the dispatch and distribution of emergency supplies after the disaster,and the active implementation of post-disaster relief work played a key role in reducing the number of casualties and property losses caused by floods.Therefore,the planning of the distribution route in emergency logistics has become an indispensable subject in the research of scholars.First and foremost,through the analysis of the characteristics of emergency logistics,this present paper concludes that the distribution of emergency logistics should have timeliness,weak economy,reliability and social coordination.In addition,taking Changsha City as the research sample.In the first place,it analyzes the market situation of Changsha City,the history of flood disasters over the years and the current situation of flood disaster emergency logistics in Changsha City,and draws the problems of flood disasters in Changsha City.In addition,due to the characteristics of flood disasters in Changsha City,an emergency logistics distribution model based on road smoothness was established,and the model was solved by genetic algorithm.Most importantly,it combined with the actual situation of Changsha City,the emergency logistics distribution network structure was established,and the model and algorithm were applied to the example to study the emergency logistics distribution route of Changsha City.This study provided decision-making and support for the emergency rescue of the Changsha Municipal Government and the public,and played a role in improving the flood emergency logisties distribution system in Changsha.
