As the global sudden natural disasters occurred frequently, human beings have suffered a lot. So the emergency logistics research aimed at dealing with all kinds of methods of sudden natural disasters have become key research topic for scholars from various countries. In order to reduce the loss to a minimum level, emergency logistics is designed to rescue in the fastest time and in the shortest path as the goal, so as to improve the efficiency of the transport relief supplies and guarantee the demand of victims.Based on the urban flood disaster emergency materials transportation resources allocation optimization methods, this dissertation constructed emergency relief supplies resource allocation optimization model through qualitative and quantitative analysis. In the process of building model for transporting flood relief supplies efficiently and economically, combined resources optimal allocation scheme was established. Model based on heuristic algorithm was established, and finally the feasibility of the model was verified through practical test. This dissertation first introduced the research background and significance of emergency logistics, then summarized the foreign and domestic existing related research progress. This paper further expounded the related basic theory of emergency logistics, established static road network model according to the practical traffic network of the city, and found the static network model on the basis of dynamic traffic network model for emergency logistics demand. Finally this paper effectively expressed the city static traffic geographical features and dynamic change characteristics under emergency state urban traffic.Furthermore, considering multiple outlets, multiple points to demand, a variety of emergency supplies, and different load of vehicle scheduling problems, the author built and solved the vehicle scheduling model aimed to find the shortest total time and the minimum total cost of the emergency demand point-to-point system, so as to solve city vehicle material transportation scheduling optimization problem in the flood disasters.Then the dissertation designed the vehicle scheduling system for flood disasters, implementing integrated management of the demand point information, supplier point information, rescue material information, and vehicle information and so on; Applying genetic algorithm in emergency vehicle scheduling module, it implemented the shortest path map shows for soft time windows scheduling tasks and all kinds of transport projects.Finally the author made summarization and prospect for future research and development.
