The fourth party logistics is a service provider which specially supplies logistics planning, supply chain management, and various programs related. It is mainly engaged in unified planning of logistics data and information. Its business content needs help with management information system. According to current research, there are some issues such as the unclear business process, the poor auxiliary effect of the transport decision and the remained high cost in the 4PL system. To solve these problems. In this paper, the analysis of the 4PL systems, the logistics geographic information construction and the path distribution algorithm are studied.This paper focuses on the characteristics of the fourth party logistics company’s business, analyzes and designs the 4PL system, and uses cost control as entry point, analyzes the key issues of the 4PL system with a fresh perspective, and aims to provide decision support for the 4PL in business. In this paper, first of all, reengineered the logistics geographic information under a variety of modes of transport, aims at the business model, combines wit h data, based on the cluster analysis method, hierarchy construction, inside-out construction, classification construction is used in logistics geographic information, divides the distribution center in the new logistics geographic information. Combine the above research, I introduce the sensitive concept of time for customer when the logistic delivered, and regard it as part of the logistics costs. I can set up a model based on the path distribution problems of the distribution center, and select distribut ion rate, the average customer satisfaction thresholds, hard time control, overload control and single distribution costs as constraints. The genetic algorithm is used to solve the target problem. In the process of researching the algorithm, I define the target issue chromosome program, initial population generation scheme, crossover probability, mutation probability, selected operator and crossover operator. I can make a dynamic planning for the issue of the distribution path through a simple example, which verified the availability and advanced nature of the mathematical model and algorithm.The algorithm proposed has a certain flexibility, which can be regarded as a basis to adjust when the business processes changed. It provided reference for other domestic and foreign logistics companies.
