Since the reform and opening up,China’s urban construction has made brilliant achievements,with the level of urbanization increasing from 17.92 percent in 1978 to 58.52 percent in 2017.As an important carrier of urbanization,the construction of urban road projects is also advancing by leaps and bounds.But at the same time,some projects have problems such as uncontrollable investment,prolonged construction cycle,failure to put into use on time after completion,and failure to meet the expectation after put into use.How to improve the investment efficiency of urban road projects and regulate the government’s investment behavior is an important subject before the city governments at all levels.From the perspective of post-project evaluation,this paper tries to establish a set of index system to evaluate the implementation process of urban road project according to the characteristics of urban road project.In this paper,literature survey method,Delphi method,analytic hierarchy process(AHP)which introduces the concept of weight value of expert judgment are adopted in the research process,and finally,grey clustering method is adopted for evaluation.The post-process evaluation index system of urban road project established in this paper is composed of four levels:target level,criterion level,criterion level and scheme level.Taking changjiu expressway as an example,it conducts an empirical study.The results show that it is feasible and effective to apply the multi-expert analytic hierarchy process(AHP)and grey clustering method in the post-process evaluation of urban road projects. |
