At present,a new round of global scientific and technological revolution and industrial revolution is in the ascendency.As one of the representatives of traditional industries,the port industry and port enterprises are faced with the requirements of adjusting their development strategies and transforming and upgrading to modern port logistics industry and smart port industry.At the same time,state-owned port enterprise groups are also faced with the new task of further deepening reform,establishing and improving group management and control system and corporate governance structure,and improving management level and efficiency.As one of China's major coastal ports,X port is an important hub of China's comprehensive transport system and a trunk port of container transport.X port group adopts the strategic management and control mode of"group headquarter--sub-group--subordinate member enterprise of sub-group".Under the strategic management and control mode,the group headquarter divides posts and sets up departments according to the management and control functions.Starting from the management and control mode,organizational structure and reform theory of enterprise group,this paper describes the general situation,management and control mode of X port group and the existing organizational structure of its headquarters,analyzes the problems existing in the organizational structure of its headquarters under the strategic management and control mode,and makes specific plans for organizational change.Based on an in-depth analysis of the organizational structure of the headquarters of X port group and the status quo of the functions and post setting of the headquarters,this paper believes that the problems in the organizational structure of the headquarters are mainly the lack of functions caused by the unreasonable specialization and division of labor,and the unsound internal command chain of the department,which affects the work efficiency.Therefore,the author suggests that in order to solve the organizational structure problem of the headquarters of port X group,the functional positioning of the headquarters should be clarified in the group management and control mode.On this basis,the functional positions of the headquarters should be reorganized and refined,the headquarters departments should be specialized and reclassified,and the internal management chain of the headquarters department should be improved.It is suggested to formulate specific optimization plans,establish organizational reform working mechanism,refine and sort out functions of headquarters,optimize specialized division of labor of headquarters departments,define internal posts and staffing,and sort out and optimize system and work flow and other program implementation steps.Through organizational change to achieve the strategic development of the group,improve and improve the headquarters' strategic management and control ability and management efficiency management level.
