With the advancement of the "Traffic Power" strategy,China's marine economy has developed rapidly.It is obvious that marine transportation,fishing and tourism have become increasingly active.In addition,the number and tonnage of ships is also growing continuously.However,this has led to more complex marine navigation environment as well as escalating risk of accidents in the sea area.The northern sea area is the most direct and convenient waters in the north of China,including more than 60 ports of various sizes.It features in numerous port routes,more passenger ships and fisheries,as well as higher navigation density.In order to protect the interest of the public,it is particularly important to reduce the casualties,property losses and marine environmental pollution caused by accidents.At present,China has deployed professional rescue vessels and aircraft to carry out emergency response work in the northern sea,which has already made certain achievements.However,there are some problems in the deployment and configuration of professional rescue forces,therefore,there is still room for further exertion of professional rescue forces.This paper illustrates the current situation of the navigation environment in the northern sea area through field research and relevant literature.By analyzing and sorting out the data of the maritime accidents in the northern sea area from 2012 to 2016,combined with the current deploylent status of the rescue points in the northern sea area,this paper summarizes the allocation of the rescue force at sea and the shortage of the distribution of the standby point.In order to improve the efficiency of rescue at sea and to rationally plan the standby point of assistance,this paper first builds a complex network of rescue response in the northern sea area based on the emergency rescue network,and quantifies the risk value and importance of the risk points as well as the maritime rescue standby points in the sea area.Then,the point of the rescue standby point that is required to be set up from the rescue response network is the strongest.From the rescue efficiency and cost,the minimum weighted distance from each emergency point is required,and the number of selected standby points is the least objective function,the optimization model is constructed,and the NSGA ?genetic algorithm is used.All the measures above ean be used to solve it to determine the key points that need to focus on deploying rescue forces.The results show that the selected key points of rescue power can provide reference for the deployment of rescue forces in the northern sea area.
