With the acceleration of urbanization in China,the number of cities,urban population and car ownership in cities are increasing rapidly,which not only facilitates people’s production and life,but also produces many problems,such as traffic congestion,frequent accidents and so on.Traffic police force is becoming increasingly inadequate,which makes it impossible for the police force to reach the scene in the first time when urban road traffic accidents occur,which often brings secondary injury to urban road traffic,causing traffic congestion,accident escalation and so on.This more reflects the importance of traffic police emergency response to urban road traffic development.In view of the above problems,this paper studies the allocation scheme of emergency police dispatching points in urban accident-prone areas,in order to enhance the scientificity,effectiveness and rationality of the allocation of dispatching points,improve the response speed of traffic police forces when facing urban road accidents,and reduce traffic congestion caused by accidents and secondary injury to urban road traffic caused by accident escalation.Based on the analysis and processing of traffic accident data in Beijing,the spatio-temporal characteristics of accident data in the study area are analyzed in detail.By establishing K-Means clustering model,the processed accident data are divided into multiple accident-prone areas according to their different time periods,and the road network structure topology based on the shortest time weight is constructed according to the location of accident-prone areas.Combining with the road network structure topology diagram,the paper establishes a model of emergency dispatch point allocation for police force in accident-prone areas by graph theory.Aiming at solving the model,this paper improves the artificial bee colony algorithm by introducing the theory of reverse learning and variable neighborhood search algorithm,and uses four classical test functions to compare and analyze the performance of the algorithm,it is proved that the enhanced artificial bee colony algorithm has better performance.The optimal allocation of police emergency dispatching points is obtained by enhanced artificial bee colony algorithm to solve the model.The experimental results show that the scheme is feasible under the condition of limited police dispatch point allocation.The police resources can reach any accident-prone area in the jurisdiction area within the prescribed time,reduce the emergency response time of the police force when the accident occurs,and further realize the scientific and efficient allocation of urban police dispatch point,to provide reference for the allocation of emergency dispatching points of urban police force.
