As the review mechanism of IMO member states completes the transition from voluntary acceptance to enforcement in 2016,it is particularly urgent for China to develop and implement a scientific and effective maritime performance mechanism to ensure full and complete compliance with IMO mandatory documentation requirements.In this context,the Maritime Safety Administration of the Ministry of Transport has used the IS09000 quality management theory to comprehensively promote the construction of the maritime performance mechanism,with a view to improving the level of China's maritime performance and successfully passing the mandatory review of China by the IMO in 2021.In accordance with the requirements of MSA,L and other provincial MSA have established different forms of management system one after another.This does not mean that you can sit back and relax.The standard used to measure foreign projects is now not very satisfactory in China's maritime sector.The system is facing many difficulties and problems.It is necessary to improve the quality management system so that it can fully play its role in the maritime sector.This paper uses the methods of literature research,interview research and system analysis,to study the basic theory of quality management system.By observing the operation status of L MSA's quality management system,this paper finds out five practical problems:imperfect system documents,insufficient resources support,inadequate staff preparation for auditing,inadequate internal auditing effect and inadequate system implementation.It also analyses five reasons:the insufficient attention paid by the leadership,insufficient awareness of full participation,insufficient scientificity of internal audit,the degree of information shortage and lack of coordination with the old way of working.These problems have greatly affected the operation effect of L MSA quality management system and need to be solved urgently.This paper draws lessons from the experience of the United States,Japan,Malaysia and other government departments,as well as Zhenjiang,Fujian,Guangdong and Shenzhen MSA in the establishment of operational quality management system,seeking breakthroughs from five aspects:perfecting quality management system documents,increasing resources investment,improving the quality management ability and consciousness of the whole staff,enhancing the effectiveness of internal audit,and strengthening the coordination between quality management and the original working methods,with a view to providing practical suggestions for the improvement of the quality management system of L MSA,and improving its performance level and the ability to perform their duties,so as to perform well in IMO compulsory audit.
