The International Maritime Organization will be up to member states in 2015 to fulfill the situation of the international maritime conventions for review.As A class member of the international maritime organization in our country,the international maritime organization compulsory audit is imperative.But maritime implementation work starts late in our country,the performance ability are relatively weak.In this article,through comparative analysis of China’s maritime performance on the job and Singapore,Hong Kong maritime performance difference,think compared to Singapore,Hong Kong maritime implementation work in our country,there are lack of maritime legislations,Marine department performance work carries out does not reach the designated position,the maritime performance deficiency in three aspects such as the allocation of resources is insufficient.Combining with case elaborates the causes of the above shortcomings.Aiming at these deficiencies,the article puts forward the general idea to build a maritime performance system.In this paper,the innovative proposed maritime performance system should be broken down into maritime legislations on system,maritime administration organ quality management system and maritime performance resource management and so on three sub system,the three systems complement each other,be short of one cannot.Only from these three aspects at the same time,strengthen the maritime legislation,the quality control of maritime management,strengthen the support of form a complete set of resources,to the maritime compulsory performance audit work calmly,make our country into the world maritime management powers.
