Training is a basis motivatioon for an enterprise continously development.The mordern enterprise makes training to be a basis measure and important part for HR management in order to deeply push forward the scientific management and upgrade the enterprise's core competence and management level.As the main artery of nation trasportation,railway is an important industrial among the state-owned enterprises.In the recent year,along with the fast development of railway construction and further reformation of enterprises,the higher demand proposed for railway enterprise operation managmeent and HR management.For the railway enterprise,how to do a better training demand analysis in order to improve the training efficiency,how to scientific eveluate training results in order to perfect training process,how to improve creation training methods in order to upgrade training quality and results,and finally realize the transformation from “teaching” to “training”.It has an improtant significance for putting forward the improvement strategies after the analysis and research for the above mentioned items and also has improtant meaning for improving training quality and HR performance amongy the railway enterprises.CA Railway Bureau is one of the 18 railway bureaus in China Railway,so the staff training system has a certain industry representativeness.Under the basis of taking the example of related trainng theory in and out of nation,this paper take the staff training of CA Railway Bureau as the reasearch object.Via the analysis of current staus for CA Railway Bureau HR and staff training system,it can objectively response the moment operation situation of the training system.This enterprise has a better training system with various approaches and rich contents.It accumulates a wealth of valuable experience for training job.However,after interview and survey analysis,the training work's satisfication and training results still need to be improved.The current training system cannot fully satisfy the staff quality improvement and development requirement.This Paper builds up five parts overall evaluation target set for CA Railway Bureau staff training system.It uses AHP methods to establish judgement matrix and confirm weight ratio of each evaluation target of CA Railway Bureau staff training system through the method of matrix calculation.It applies Fuzzy Comprehensive Judgment Method to analyze and evaluate training environment,training resource,training contents,training process & methods,and training results and other targets.It also counts degree of membership in order to calculate the degree of membership,applies matrix conversion to calculate the overall score of each evaluation target.Through the gather analysis of the resultsafter quantitative analysis & evaluation and survey interview to get the three main problems of CA Railway Bureau staff training system: insufficient demands analysis during the training plan step,lack of control during the training process,no perfect evaluation system of training effect.At the same time,the reason caused this three problems has been detailed analyzed.The paper aims at analysis results of CA Railway Bureau staff training system,and proposes improvement strategy and plan.The first is to improve and perfect the training plan system,scientific design the training plan.The second is to perfect the training implement system,improve and create the training methods,control the site quality of training.The third is to set up the training evaluation system,overall evaluate training effects.The fourth is to establish a set guarantee mechanism,push the improvement strategy effectively be carried out.After the research,the paper provides a further full and accurate methods and theory basis for analyzing CA Railway Bureau staff training system.And also it provides the decision-making basis for improving training quality and perfecting staff training system.At the same time,it can also be the example for other staff training system improvement research in domestic railway bureau.In the following time,the conclusioncan be further improved according to the change of state-owned enterprise reform of CA Railway Bureau by dynamic analysis in order to better provide support for realizing the enterprise medium and long-term development strategy.
