| High-speed railway is the achievement of independent innovation in China.Universities and research institutes undertake the task of basic research and development in high-speed railway research.Therefore,it is very important to study the high-speed rail technology innovation ability of universities and research institutes for the development of high-speed rail.This paper uses the literature retrieval method and Delphi expert consultation method,based on the adjusted SMART principle,namely clarity,measurability,realizability,relativity and comparability,select 11 patent evaluation indexes and construct the patent index evaluation system.By searching the IncoPat database,the required patent index data was obtained.According to the number of patent applications,32 universities and research institutes were selected as research samples,using correlation analysis,factor analysis and cluster analysis.It is found that,as a whole,there is a certain gap in the technological innovation ability of high-speed railway between Chinese universities and research institutes,and the average level of technological innovation and the management of technological innovation need to be strengthened generally.On the horizontal comparison between the samples,Beijing Jiaotong University and Southwest Jiaotong University have higher technological innovation ability of high-speed rail than other units;In terms of the overall level of technological innovation,the average level of technological innovation and the management of technological innovation,the development of Chinese universities and research institutes is uneven in these three aspects.In view of this result,this paper identifies 6 influencing factors and 14 measurable sub-factors that affect the high-speed railway technology innovation capability of Chinese universities and research institutes by searching the literature,and establishes a structural equation model of influencing factors.By fitting the data collected by the investigation method with the constructed SEM model,this paper obtains the path analysis map of the factors influencing the technological innovation ability of high-speed railway in Chinese universities and research institutes.According to the impact map,this paper puts forward some strategies to enhance the technological innovation ability of high-speed railway in China’s universities and research institutes,such as strengthening the construction of high-speed railway technology research and development management platform,encouraging the declaration of supporting high-speed railway scientific research projects,and introducing e project leaders. |
