| Hailed as one of China’s "new four great inventions," high-speed rail has improved regional accessibility and expanded the scope of regional economic activity.Since China entered the era of "high-speed railway network" construction,high-speed railway is playing an increasingly important role in regional economic development.The research shows that transportation infrastructure has positive externality,and highspeed railway has more spatial spillover effect on regional economic development than highway and railway.In the process of rapid economic development in China,regional economic development is not balanced,and the spillover of technological innovation plays an important role in alleviating the uneven regional economic development and promoting the economic growth in China.Less developed areas can get a "free ride" on technological progress through the spillover of technological innovation in developed areas and shorten the gap with developed areas.The spillover of technological innovation is closely related to the flow of human capital,capital and other elements.The flow of human capital is accompanied by the spread and diffusion of knowledge,especially tacit knowledge.The flow of capital promotes the accumulation and diffusion of innovation elements.The opening of high-speed railway breaks the spatial barriers between regions,expands the economic activity radius of cities and enhances the mobility of factors.This paper focuses on whether the opening of high-speed railway has accelerated the spillover of technological innovation.In terms of research perspective,most of the previous scientific research on the issue of scientific and technological innovation is to discuss scientific and technological innovation,and there is little research on the spillover of scientific and technological innovation caused by the externality of scientific and technological innovation.Similarly,the existing literature on high-speed rail economy has been relatively comprehensive in terms of total factor growth rate,regional economic integration and factor flow.However,there are relatively few researches on the combination of high-speed railway network construction and innovation-driven economic development.Therefore,this paper studies the spillover of regional technological innovation from the perspective of high-speed railway opening,which enriches the research on transportation infrastructure construction.In addition,in terms of research content,most of the current researches on high-speed railway economy are carried out at the provincial level or on a certain high-speed railway line,and most of the research methods adopt panel or spatial panel model.The sample size is small and the research of applying double difference is few.This paper innovatively selects patent-related data to measure the technology innovation spillover,and applies the measurement methods of score propensity matching and double difference to make the research more robust and credible.In this paper,the panel data of 230 prefecture-level cities from 2008 to 2013 are used to analyze the impact of the opening of high-speed railway on the spillover of regional technological innovation.Research findings :(1)the opening of high-speed railway increased the rate of patent citation and accelerated the rate of patent depreciation,that is,the opening of high-speed railway promoted the spillover of regional technological innovation.(2)high-speed railway enhances the spillover effect of technological innovation by promoting agglomeration economy,face-to-face communication,flow of talents and capital,and regional cooperation and trade.Moreover,the impact of high-speed railway on the spillover of technological innovation has a time lag of 2-3 years.(3)Technological innovation spillover has spatial heterogeneity.Factor flow is the main reason of heterogeneity,so this paper puts forward some Suggestions to the government and the enterprise respectively. |
