From 2012, the Chinese government began to actively promote China’s high-speed rail equipment to participate in international competition, and promote China to transform from a manufacturing giant to a manufacturing power. In order to improve our high-speed railway equipment in international competitiveness in overseas markets, in addition to relying on the support of policy, the strong integration of the domestic industry resources beyond, another very important condition continued to improve high-speed rail technology innovation. Government, railway companies, universities and Interface Organization as China’s high-speed railway technology in the process of innovation and innovative main body at present research is focused on how to enhance the high-speed railway technology innovation around capabilities to play a role and expand effective collaboration division. Therefore, this article analyzes the Innovation Main Body as government, enterprises, universities and Interface Organization impact high-speed rail technology innovation mechanism in-depth based on the Triple Helix theory, And studied the Triple Helix model in different periods of technological innovation in the field of high-speed railway, and finally through the establishment of high-speed rail technology innovation capability evaluation system to verify the basic conclusions of this paper.The main conclusions of this paper are as follows:(1)this paper analyzes the high-speed railway technology innovation in different periods of Triple Helix model based on the Triple Helix Theory. Before 2013,China has formed the triple helix innovation model which under the railways ministry-dominant in the field of high-speed railway technology; After the China’s Ministry of Railways’ reform, China began to form the triple helix innovation model which under the China Railway Corporation -dominant in the field of high-speed railway technology,and The action of government began to decline. (2) In the course of the railway technology innovation evolution, has turned up various types of Interface Organizations; In accordance with the purpose of cooperation and functions can be subdivided into four organizational models:Universities-Governmental bilateral Interface Organization, Universities-Corporate bilateral Interface Organization, Corporate-Government bilateral Interface Organization and Government-Corporate-University trilateral Interface Organization. There are different types of Interface Organization, to continue reducing the cost of innovation resource coordination between bodies, further improving the innovation of China’s railway network.(3) The China Railway Corporation (Ministry of Railways before 2013) assume the functions of the Interface Organization, played a leading role in our high-speed railway technology innovation process.(4) This paper established a high-speed railway technology innovation ability index system to study the technological innovation capability in the field of high-speed railway from 2008 to 2013.The overall technological innovation capability in the field of high-speed rail technology enhanced rapidly from 2008 to 2011.Because the structure of Interface Organization has changed in 2012, resulting in high-speed railway technology innovation capacity declined from 0.37 to 0.21 from the year of 2011 to 2012. The overall technological innovation capability in the field of high-speed rail technology significantly increased to 0.47 in 2013,which marking China has completed the transformation from the Ministry of Railways led to the China Railway Corporation-dominant in triple helix innovation model.
