Research On Influencing Mechanism And Promoting Strategy Of PPP Project Sustainability Of Urban Rail Transit

Urban rail transit has become an important means in mitigating people's better living needs and unbalanced development due to the lack of ground transportation capacity,solving traffic congestion,revitalizing land resources along the line,and reducing the imbalance between the development of the central city and the suburbs.However,its high cost,unsuccessful operation and high technical difficulty hinder the further development of rail transit.Therefore,many local governments are using the PPP model to introduce social capital in the rail transit field and realize the construction and the operation of rail transit through market mechanisms.In spite,due to the problems of the current legal system,the conflict of government roles,and insufficient market preparation,a large number of irrational phenomena happens in the construction of urban rail transit PPP project in reality,which is not helpful to the realization of sustainable development of PPP mode in rail transit.Therefore,it is necessary to study the impact mechanism of urban rail transit PPP project sustainability to achieve the sustainable development of PPP mode in rail transit.Based on the objective and reasonable identification of the influencing factors of the sustainability of urban rail transit PPP projects,this paper analyses the influencing mechanism of the sustainability of urban rail transit PPP project,and puts forward with the strategy of improving the sustainability based on the key influencing factors.First,identify and obtain a list of factors affecting the sustainability of urban rail transit PPP projects.Combined with the literature analysis method and the case study method,the influencing factors of the sustainability of urban rail transit PPP projects are identified.With the help of CNKI datebase,the paper has achieved the relevant literatures.By analyzing these articles,a list of preliminary influencing factors is obtained.Then,the influencing factors are corrected and supplemented through relevant cases to improve the quality and efficiency of factor identification.Finally,the paper identifies 29 factors including the clarity of the division of responsibilities,the willingness to cooperate of social capital,the public participation,the rationality of risk sharing,the policy and legal environment.According to the feature of each factors,these influencing factors are divided into eight categories,such as government factors,social capital factors,public factors and external environmental factors.Secondly,set up the structural equation model of the impact mechanism of urban rail transit PPP project sustainability.By introducing the method of structural equation model,the applicability of the structural equation model method in solving the problem of the paper is analyzed.Through the steps of constructing,fitting,testing and correcting the structural equation model of the impact mechanism of urban rail transit PPP project,the mechanism of the impact of urban rail transit PPP project sustainability is analyzed deeply.It is found that the government factor has the most significant impact on the sustainability of urban rail transit PPP projects,while the public factor has the weakest impact on the sustainability of urban rail transit PPP projects.Furthermore,the factors such as the spirit of government contract,policy and legal environment,operational management ability of social capital,and willingness to cooperate of social capital are the most important factors affecting the sustainability of urban rail transit PPP projects.Finally,the promotion strategy of urban rail transit PPP project sustainability is proposed.According to the analysis results of the impact mechanism,several proper suggestions such as improve the policy and legal system,cultivate the spirit of the government contract,improve the ability of social capital operation,and improve the public participation mechanism have been proposed to promote the sustainable development of the PPP model in the urban rail transit field.The research results of this paper enrich the application of sustainable development theory in the field of urban rail transit PPP.The sustainable promotion strategy of urban rail transit PPP project can provide certain reference value for the realization of sustainable development of the project.
