| With the fast development of urbanization,the number of cities increases rapidly.The original municipal public facilities are not adequate for urban development,inadequate municipal public facilities affect the normal operation of the city.At the same time,the lack of foresight in the early municipal pipeline laying planning and a series of problems such as pipeline upgrading and transformation in the later stage have increased the potential safety hazards of underground pipelines.Road excavation not only affects the traffic and residents’ lives,but also causes a waste of social resources.Various municipal pipelines are protected by a construction of urban underground comprehensive utility tunnel which improve the utilization rate of underground space.However,it is difficult to achieve its long-term development only by government investment.Therefore,a PPP regime is introduced to address large-scale investment and long-term challenges and promote its sustainable development.(1)From the perspective of sustainable development theory and triple bottom line theory,the sustainability evaluation indicators of urban underground comprehensive utility tunnel PPP projects are identified,and finally the sustainability evaluation index system of urban underground utility tunnel is constructed from three aspects: economic benefit,social benefit and environmental benefit.(2)From the perspective of stakeholder theory and full life cycle theory,the literature analysis method and case analysis method are used to identify the factors affecting the sustainability of urban underground integrated pipe corridors,and to construct government factors,social capital factors,public factors,and pipeline units.A list of factors affecting the sustainability of urban underground integrated pipe corridors in six aspects: factors,project characteristic factors,and external environmental factors.Combined with the structural equation model,hypotheses about the relationship between the six levels of sustainability influencing factors and sustainability are put forward,and a theoretical model of the sustainability impact of the urban underground integrated pipe gallery PPP project is established.(3)According to the list of sustainability indicators and influencing factors of the urban underground integrated pipe gallery PPP project established above,the questionnaire design and questionnaire survey were carried out,and the collected data was tested.Use AMOS25.0 software to substitute the tested data into the sustainability impact mechanism model of the urban underground comprehensive pipe gallery PPP project for significance test and fit degree test,and correct the unreasonable parts of the model according to the test results,and finally get the urban underground A revised model of the sustainability impact mechanism of a PPP project of an integrated pipe gallery.Using AMOS software to analyze the influence degree of the first-level indicators on the overall target,from large to small,they are government-side factors,social capital-side factors,external environmental factors,pipeline unit-side factors,project characteristic factors and public-side factors.Path coefficients determine the degree to which secondary indicators have an impact on project sustainability.(4)According to the analysis results of the sustainable impact mechanism of the PPP project of the urban underground comprehensive pipe gallery,firstly clarify the main purpose of the urban underground comprehensive pipe gallery upgrading strategy,adhere to the three basic principles of integrity,goal,and equality,and finally decide on the policy.At the level,the technical level,the social level,the capital level,and the promotion and application level,the sustainable improvement strategy of the PPP project of the urban underground comprehensive pipe gallery is constructed.Figure11 Table21 Reference48... |
