| At present,the tide of urban rail transit TOD projects in China has begun.But so far,the lessons learned from TOD practice in mainland China are far more than the experience,and the high-quality TOD projects are even fewer.In addition,the practice time in China is not long compared with that in western developed countries.The project operation experience of our government and social capital is not yet mature.In the process of TOD project implementation,many problems have been encountered,making many projects ends in failure.However,to ensure success,it is necessary to reasonably control its important success factors.By clarifying the important success reasons of urban rail transit TOD project,we can strengthen the control of key points in the process of TOD project development and operation,improve the management ability,and effectively guide the planning,implementation,development and operation of urban rail transit TOD construction.Based on this,the research contents of this paper are as follows:First of all,summarize the domestic and foreign research on TOD mode and key success factors of the project,and clearly define the concept and connotation of TOD mode and urban rail transit TOD project.By introducing the theory of project success,the concept and standard of the success of urban rail transit TOD project is determined.From the perspective of the goals at all stages and core stakeholders,through a large amount of data analysis and practical analysis,24 success factors are identified.Then,through expert interviews,determine the relationship between the 24 success factors.Then 24 factors are analyzed by DEMATEL method,and 11 key factors that restrict the success of urban rail transit TOD project are determined;Then,the AISM model is used to determine the relationship and action mechanism between various factors,and determine the action direction between various factors.Then,combined with the key factors identified by the above methods,the path influence direction is further analyzed.Finally,combined with the level of factors in the hierarchical model diagram,the influencing factors are defined as three roles: 1)Direct factors: project profitability and public satisfaction;2)Link factors: integrated operation mechanism,clear development subject and dominant power,good product and service quality,income distribution mechanism,incentive mechanism and rail transit’s guiding role in passenger flow;3)Fundamental factors: government policy support,perfect laws and regulations,and the level of professional institutions and talents.Finally,based on the above research results,seven measures to promote the success of urban rail transit TOD project are proposed from the perspective of government departments and rail transit groups.From the perspective of the government,including strengthening policy support,improving legal protection,making overall planning and design,and improving management mechanism;From the perspective of rail transit group,it includes strengthening the construction of talent team,improving the quality of products and services,and implementing the integrated operation mechanism. |
