A Study On Government Supervision Of Highway Engineering In Dalian City

Since the reform and opening-up,our government has made remarkable achievements in deepening reform and developing economy in a large scale,both in overall development and people's livelihood governance.The greatest and most remarkable achievement is the construction of infrastructure.Highway occupies the main position in this area and greatly promotes the rapid growth of the national economy.At the same time,we should also realize that there are many problems in the field of highway construction,such as frequent accidents of engineering quality and safety,serious corruption in the field of transportation,etc.The occurrence of these problems is not only a matter of consciousness,but also reflects that there are some problems in the system and mode of government supervision,which need to be solved urgently in order to enhance the ability of highway engineering supervision.Under this background,it is of great significance to study how to strengthen the government's supervision in the field of highway construction,enhance the administrative effectiveness in the public domain,promote the sustainable and healthy development of highway construction and avoid the waste of financial funds.This paper takes this as the starting point,takes the relevant theory knowledge of highway management as the lead,and through extensive consulting of relevant government supervision literature and experience in the field of highway construction at home and abroad,and combining with its own work practice,using the methods of literature analysis,interview and investigation,case study and comparative analysis,studies the current situation of government supervision of highway construction in Dalian City.Through the analysis of the typical case of BD project,the problems and reasons of government supervision of highway engineering construction in D city at this stage are analyzed.By comparing and studying the general situation of government supervision of highway engineering construction in developed countries and regions such as Hong Kong,the experience and Enlightenment worth learning are summarized.In view of the problems analyzed,through thinking and combining with advanced experience,five suggestions are given: first,to improve the public supervision mechanism;second,to introduce relevant management rules and regulations and improve the supervision system;third,to improve the supervision system at the municipal level;fourth,to build a professional supervision team for highway projects;fifth,to promote the dynamic supervision of the whole process of the project.It is hoped that through the combing and research of this paper,we can find a way to optimize and improve the government supervision of Dalian highway construction.
