With the National Highway Network Planning(2013-2030),the "Twelfth Five-Year Plan for the Development of Transport" and the release and implementation of the provincial highway construction plans,and the continuous promotion of the "One Belt,One Road" strategy,China's highway engineering construction welcomes Come to major development opportunities.In the process of highway engineering construction,the quality of survey and design work directly affects the investment efficiency of construction projects.Therefore,it is of great theoretical and practical significance to carry out research on highway engineering survey and design project management and improve the project management theory system to improve the competitiveness of China's highway engineering survey and design industry and improve the investment efficiency of China's highway construction projects.This paper takes highway engineering survey and design project management as the research object,and summarizes the preliminary evaluation index system of project management performance evaluation based on high performance evaluation criteria through literature analysis method and special group discussion method,and proposes project management performance evaluation based on fuzzy comprehensive evaluation model.The paper mainly studies:(1)Constructed a performance evaluation index system for highway engineering survey and design management.The project management knowledge field and high performance evaluation criteria are comprehensively analyzed.Through the literature analysis method and the special group discussion method,the preliminary evaluation index system of project management performance evaluation based on the high performance evaluation criteria is summarized,and the two rounds of Delphi method are used to select the primary selection index.After screening,the management performance indicator system of three first-level indicators,seven second-level indicators and 23 three-level indicators was finally formed.(2)Based on fuzzy comprehensive evaluation method,a management performance evaluation model is established.On the basis of the performance evaluation index system of highway engineering survey and design project management,the weight of each level index is determined by using the analytic hierarchy process.Furthermore,the fuzzy comprehensive evaluation method is applied to establish four levels of excellent,good,medium and poor management performance evaluation,and the evaluation set V={excellent,good,medium and poor} is established;the single factor evaluation model is determined and the judgment indicators are normalized.Processing;performing fuzzy comprehensive evaluation to obtain a comprehensive evaluation vector.Finally,through the use of weighted average operation,the management performance evaluation value of highway engineering survey and design project is obtained.(3)An example analysis of the management performance evaluation index system and evaluation model was carried out.The case analysis aims to manage the application of the performance evaluation system evaluation model.The paper takes the performance evaluation of survey and design project of "National Road G320 Line Nanhua Tianshentang to Midu Hongyan Highway Reconstruction Project" as an example,and evaluates the three indicators in the management performance evaluation index system according to the evaluation of excellent,good,medium and poor.The grades were evaluated,and the fuzzy comprehensive evaluation result matrix was obtained.The analysis and performance of the National Highway G320 Line Nanhua Tianshentang to Midu Hongyan Highway Reconstruction Project was excellent,close to good,and there was a lot of room for improvement.At the same time,the proposal of fuzzy comprehensive evaluation method applied to the performance evaluation of highway engineering survey and design project management is also proposed.
