With the continuous improvement of China’s economy,the speed of urbanization is accelerating,The increase of new roads makes the construction enterprise team grow rapidly.With the gradual improvement of the national transportation network,the speed of highway construction is gradually slowing down,the supply of engineering projects is relatively tight,the market competition is increasingly severe,the profit space continues to shrink,coupled with the impact of the epidemic,the construction unit has suffered unprecedented challenges.The project system is the basic unit for enterprises to create economic benefits,and the project management is the key to promote enterprise performance.At present,China’s highway construction enterprises mainly manage and control the enterprise’s projects through the method of performance evaluation,and have achieved good results.The performance evaluation of highway construction projects also has certain research results and practice,but the current research on the performance evaluation of highway construction projects is still lack of industry pertinence,and the industry has not developed a executable project evaluation system.Based on the development status of the industry project evaluation,this thesis takes Y company’s highway construction project performance evaluation as the research object,tries to apply the balanced scorecard method to the highway construction project operated by Y company,and carries on the performance evaluation of all aspects of the project.Imprimis,this thesis points out the issues of Y company’s operating projects via further research,such as the current performance evaluation system is not supported by scientific theory,the performance evaluation index is not comprehensive enough,and the lack of analysis of the results.Then,on the strength of theory of BSC,integration of the characteristics of highway construction project,the performance evaluation model is to be rebuild.Then,the weighting of project by the method of analytic hierarchy process,and the FCE method is be applied toevaluate the project of Y enterprise.Finally,the performance evaluation model is applied to a specific example to verify the feasibility of the actual project performance evaluation.According to the evaluation results,suggestions are put forward to improve the level of project management in highway construction industry,The research results of this thesis mainly include the following two parts:(1)Highway construction project performance evaluation model cons truction.Firstly,on account of the theory of Balanced Scorecard,integrati on of the characteristics of highway construction projects,second level indicators are selected by the method of critical success factors.On this basis,through reading a large number of literature,the third level indicators are selected.After the optimization of expert investigation,four indicators are finally determined as the first level indicators,13 indicators as the second level indicators,and 29 indicators as the third level indicators Secondly,AHP is used to clarify the weight of the index;finally,FCE is selected to comprehensively evaluate the project of Y enterprise.(2)Empirical research.In this thesis,Y Company G construction project as an example,through the combination of fuzzy comprehensive evaluation method and index weight of G project comprehensive evaluation,the final evaluation is "good",and the actual matching degree with the company project is high,which proves the correctness and feasibility of the performance evaluation model established in this thesis.
