In recent years,D city continues to strengthen the construction of major projects,the construction of major projects investment will continue to be improved.Major construction projects invested by the government cover many aspects including infrastructure construction,cological environment construction,public welfare projects and livelihood security and so on.It will affect the economic growth,social development and the benefit of people.Major project construction is a systematic project involving a wide range,with a long working cycle and strict working procedures.These projects require a higher level management.Although in recent years,with the deepening of reform,China's provinces and cities build up an agent construction system,there are still large of projects to be managed with headquarter type.This management approach,lacking of professional experience,resulted in unstandardized management behavior,low efficiency of management,low quality,corruption,the construction market order disrupting etc.Even more,the construction project invested by governments have serious cost overrun problem.Because these projects are non-profit public projects,without the pressure of cost,cost management is easy to be ignored.This paper,using knowledge and theory of project management,cost management and engineering economics,analysised the input cost of D City's Olympic Sports Center in all stages of the project cycle.With the analysising of the variety factors in the project preparation phase,the start stage,plan stage,executive stage and ending stage,it proposed the scheme of cost management in view of the main problems existing in the management.At the same time,the corresponding measures are formulated to ensure the implementation of the cost management program.
