As a strategic emerging industry,the key technologies related to electric vehicles have not yet broken through,the core technologies are lacking,and the technological capabilities of enterprises are weak.The basic technology of an industry belongs to the transitional link between scientific knowledge and core technology,and is an important prerequisite for breaking through the core technology.The purpose of this study is to explore the influencing factors of the basic technical capabilities of the electric vehicle industry,analyze and verify the impact of factors such as cooperative innovation and technology transfer on the basic technology level of the electric vehicle industry,then propose effective policies that can enhance the basic technical capabilities of the electric vehicle industry and provide a reference for policy formulation of strategic emerging industries.Based on relevant theories of industrial technical capability,this study defines basic technical capability of electric vehicle industry.Then,combining with the patent data set of basic technology of electric vehicle industry,typical cases are selected to analyze the R&D process of basic technology of electric vehicle industry,and the influencing factors of basic technology capability of electric vehicle industry are identified.Finally,based on the relevant theories of the basic technology of electric vehicle industry,with the help of computer simulation software Netlogo,the SKIN model was built by self-programming,and the influence of factors such as cooperative innovation,technology transfer and technology innovation alliance on the basic technology level of electric vehicle industry.Simulation experiments were carried out to analyze the effects of several influencing factors on the level of industrial basic technology.The research results show that Japanese electric vehicle enterprises represented by Toyota have high technological innovation capability.By summarizing Toyota Motor Corporation's development experience in the field of electric vehicles,it is found that common strategic target and technical complementary is the basis of a partnership between businesses,enterprises can choose basic technology as the focus of collaborative research and development.The extensive transfer and diffusion of innovative technologies can bring greater economic benefits to the entire industry.The Industry-University-Research Innovation Alliance is conducive to reducing R&D costs,improving R&D efficiency,and learning advanced basic technology research results and mature experience,transferring the basic technical achievements of universities to enterprises in a timely manner,and assisting enterprises to improve their basic technical capabilities.The results of simulation experiments show that cooperative innovation can promote the diffusion of innovation clusters in the entire electric vehicle industry,and also bring competition to industrial innovation clusters,which has a significant effect on the growth of the basic technology level of the industrial environment.Technology transfer can promote the successful realization of imitation innovation,but if it is only the introduction of basic technology,it will have a certain positive impact on the average level of basic technology as a whole,but in the long term,it does not help greatly promote the prosperity of the innovation cluster.The impact of the industry-university-research innovation alliance on the innovation cluster and the industry's basic technology level is not significant at first,but in the long term,it can improve the company's own technological innovation capability and the average technical level of the entire industry.
