Research On Cost Management Of Removal Professional Secondary School Projects In Development Zone

The Outline of the National Medium-and Long-Term Education Reform and Development Plan(2010-2020)(hereinafter referred to as “The Outline(2010-2020)”)points out that “the vocational education should be vigorously developed”;at the same time,The Third Plenary Session of the 18 th CPC Central Committee proposes “allowing social capital to participate in urban infrastructure investment and operations through ways like franchising”,and encourages government and social capital cooperation.As a municipal project,removing professional secondary school projects in development zone is controlled by the government and closely related to the life of residents.It has high requirements on the quality and progress of the project.With the continuous deepening of cooperation between government and enterprises,cost management is gradually showing new trends and problems.It is necessary to form an institutional system for the development of government and social capital cooperation models as soon as possible to ensure the quality of project implementation.This paper attempts to conduct an in-depth study on the cost management of projects,analyzes the cost management of removing professional secondary school projects in development zone,and explores the problems in the project and put forward specific suggestions.Firstly,it introduces the research background,clarifies the purpose and significance of the research and sorts out the research status at home and abroad.We can explain the related theories of cost management and control mentioned,and clarify the concepts in the paper based on the previous studies.Secondly,taking this project as an example,using the work breakdown structure,top-down and bottom-up combined estimation method,earned value method and other cost management tools,the paper analyzes the cost management of the whole process of the project,including planning,implementation and completion phases.Finally,based on the above analysis results,the countermeasures are proposed from the above three stages: selecting the appropriate operation mode and estimating the project early during the planning stage;improving the project supervision structure and applying the cost management of the whole staff during the implementation phase;paying attention to the acceptance criteria and introducinginformation management system during the completion stage.By studying the organization and implementation process of cost management in each process of vocational secondary engineering projects,based on the whole process management of the project,we establish a suitable management system to reduce the cost of the enterprise project,and propose reasonable improvement measures for the problem which can reduce the cost of construction enterprises,improve economic efficiency,and establish the core competitiveness of enterprises.It also provides a reference for the transformation and development of other industries in the new strategic opportunity period.The government's cooperation with social capital has the characteristics of high quality,high investment,long-term,and large quantity.The cost management is more complicated.The problems in each stage of the project are discovered in time and adjusted to help reduce unnecessary project expenses.
