China's Power Engineering Project Management has entered a new historical development period.As the basic energy industry of the national economy,power enterprises have the characteristics of large investment,scattered facilities,high technology content and capital intensive,it plays an important role in promoting the healthy and rapid development of China's economy.As the main body of power project management,the power construction enterprises must look to the future and seriously study the development trend of the project management in the new period,to study and formulate the development measures under the new situation,through carrying out the whole process cost control of the project,and carrying out the cost performance appraisal in each stage of the construction,to improve the project cost control level and reduce the power operation cost,only by improving the project cost management level of construction enterprises and controlling the cost management within a reasonable range,the comprehensive competitiveness of enterprises can be promoted and the steady and healthy development of power enterprises can be realized.On the basis of careful comparison and analysis of the research contents of project cost at home and abroad,this paper understands and applies the related concepts,control types,management contents and principles of project cost management,etc.,the significance of developing project cost management and control is clear,and the situation of project cost control of Qianqi Haiwu 66 kv line project is analyzed,starting from the aspects of the understanding of cost concept,the implementation of cost management,the establishment of management system and the coordination of all parties in the management process,this paper sorts out the problems existing in the process of project cost control,and on this basis,put forward the rationalization proposal to the project later cost management,mainly for strengthening the project cost control idea,establishing the efficient cost management organization and the Responsibility Authority system,strengthening the cost accounting management in the project construction process,etc.,finally,the earned value management method is introduced,and the cost control before and after the optimization measures are compared and analyzed,and the project cost control is optimized finally.Qianqi power supply company applied the proposed project cost managementoptimization measures to the construction management of Qianqi Haiwu 66 kv line project at the later stage of the project,so that the project cost management level has been greatly improved and the cost saving effect is obvious,to Take all-involved measures to optimize the project organization,establish an effective target cost management system,use a sound assessment mechanism to assist cost control,strengthening project cost process control and establishing financial control post-evaluation mechanism can improve the cost management of electric power construction enterprises have important theoretical and practical significance.
