With the deepening of reform and opening up,the market competition between energy enterprises is becoming more and more fierce.Therefore,from the point of view of enterprise interior,it is the key for enterprises to implement cost optimization management and reduce project cost to enhance their comprehensive competitiveness.Based on this,this paper studies the optimization of project cost management based on the related theory of engineering project,taking the rebuilding project of SH company as an example.First of all,on the premise of introducing the rebuilding project of SH explosive Factory,this paper studies the current situation of the cost system of the rebuilding Project from the cost project,cost management system and quality management system.The cost budget and the difference between actual cost and budget amount are analyzed.The results show that the cost management consciousness is weak and the construction of cost control system is not perfect.Cost target management confusion and evaluation mechanism is not perfect cost management problems.Secondly,on the basis of the introduction of the optimization model under the mutual constraints of cost,quality and time limit and the application of case,the cost prediction and cost planning of the project are introduced.Four stages of cost control and cost accounting are put forward.Among them,the optimization scheme of the cost forecasting stage is to perfect the analysis mechanism of the forecasting stage,to perfect the supervision mechanism of the forecasting stage and to strengthen the quality training mechanism of the staff in the forecasting stage.The optimization schemes and suggestions for the cost planning stage are to perfect the prior cost planning system,to perfect the supervision and appraisal mechanism of the planning stage and to strengthen the ability of the staff in the cost planning stage.The optimization scheme and implementation suggestion of cost control stage is to perfect the coordination mechanism among cost control departments,pay attention to the principle of saving and make clear the right and responsibility;In the stage of cost accounting,the optimization scheme and implementation suggestions are to adhere to the principle of timeliness to reduce the cost accounting period,to perfect the cost accounting system and to reduce the cost accounting cost,and to optimize the accounting team system to improve the quality of cost accounting.Finally,the paper puts forward the implementation guarantee of the costmanagement optimization from the national system level,the engineering project company level and the external market level.Among them,the national safeguard measures at the institutional level are to perfect the implementation standards of engineering projects and to further improve the relevant laws and regulations of engineering projects,and the safeguard measures at the level of engineering project companies are to strengthen the cultural construction of project cost management,To construct a comprehensive cost management system,to enhance the degree of information management and to strengthen the cost management ability,and to improve the market cost supervision mechanism and to pay attention to the changes of the market environment,and to avoid the drastic fluctuation of external costs.
