A city's pipeline gas establishment is the one of the most important infrastructures, and it is positive to advance the life level of the people, to improve the atmosphere quality and to promote the sustained development of the city. But in the process of the gas pipeline developing fast and the gas popularizing increasingly, in all of the nationality, some accidents happen frequently from the gas, for example, fire, blast and poisoning. With all of the accidents ascending, they have made a severe loss of the person and the property, and brought a huge negative effect for the common safety and the harmony in society. Because the transfers establishment of the gas corporation are found everywhere in the city, the safety management and the control are very difficult, and it is a new way to construct the safety system for the safety management of the gas enterprise.In the safety risk evaluation through the application of the city natural gas transfer pipeline, there are some research about an especial aspect of the safety matter, and a little and separate problem on the safety and the dependability. And the paper does more work about the safety risk evaluation on the basis of the production. All of these need to run after the latest research results close, accumulate the basal data ceaselessly, combine with the actual instance of our nationality, organize the technology power of Multi Subject, to solve them. The paper brings GIS on the safety evaluation and emergency of the city natural gas pipeline. Combining with C# and ArcEngine technology, an integrated urban natural gas pipeline warning and emergency system is constructed. And the experimentation for the risk evaluation project is done in a factual area, it is proved that it is feasible. The main research contents and achievements of the thesis are depicted as follows:Firstly, according to the domestic and foreign production, the thesis have a sum-up about the former of the natural gas pipeline warning and emergency, and make an important research to the gas pipeline quantitative risk analysis and W.kent Muhlbauer pipeline risk evaluation method. Aim at the flow of the pipeline quantitative risk analysis, the different former on the process are generalized and classified in detail, and the risk analysis former is consummated more. And a detailed flow is advanced how to do the natural gas safety warning using these analysis formers.Secondly, it constructs the natural gas pipeline warning and emergency system data-base, studies the pick-up and organization mode of the space data on the basis of ArcSDE, and how to combine with SQL Server 2005, to realize the transfer of the Multi Source data.Thirdly, on the basis of GIS and the risk analysis former, the integrated framework of the system is designed, included:failure rate analysis for the pipeline network, pervasion simulation for a leaking accident, simulating a fire or blast, protracting an isoline for the individual risk, exporting the societal risk. Using this module, we can calculate the aftereffect of the accident, the individual and societal risk in the certain area, to provide the necessary decision-making reference for security estimating, making an emergency measure, security planning of land using.Finally, with the existing general framework and integrated database, the urban natural gas pipeline network warning and emergency system is programming realized, using ArcGIS Engine, ArcSDE, SQL Server 2005 and C#.NET. Practice shows that this integration system is more or less practical for the management of gas departments.
