Research On Risk Control Of New Urbanization PPP Project In Wufeng Town

How to accurately control risks of PPP projects for the efficient operation and cultivate competitive advantages of enterprises has become an important research topic in the field of risk management.PPP model,PPP related theories and PPP project risk control methods were summarized.Taking the new urbanization PPP project of Wufeng Town as the research object,the new urbanization PPP project of Wufeng Town was introduced from the aspects of project overview,operation mode,profit mode,rent payment guarantee,investment estimation and financing scheme.The environment of new urbanization PPP project in Wufeng Town was analyzed from the aspects of political factor,economic factor,social environment and technical environment.The construction process of new urbanization PPP project in Wufeng Town was analyzed from the aspects of project preparation,project construction,project lease and project transfer.The risks of the new urbanization PPP project in Wufeng Town were identified from the aspects of government performance risk,financing risk,CSCC,s own performance risk and legal risk.The risk matrix method was used to evaluate the PPP project of new urbanization in wufeng town.According to the evaluation results,the risk factors were divided into five levels:particularly significant risk,major risk,medium risk,general risk and low risk.Different level of risk factors was formulated different response methods and measures.The risk prevention plan was put from the governnent performance risk,financing risk,cscec's own performance risk,legal risk.Among them,the formulation of the project contract,the determination of rent recovery plan,and the formulation of rent payment guarantee was included in the risk prevention of the government's performance of the contract.Financial evaluation of fengzhen new urbanization PPP project,estimation of investment,completion of investment estimation and composition table,completion of quarterly financing plan,completion of financing plan,and reduction of financing risk was included in financing risk prevention.The establishment of company and project management department,the organization and planning of construction,the organization and design of construction,and the overall construction schedule plan was included in rhe risk prevention of cscec's own performance.Mastering laws and regulations and following up project legal compliance examination and approval documents was included in legal risk prevention.This study has certain guiding effect on improving the risk control level and quality of PPP projects of China construction first engineering group construction and development co.,LTD.,as well as certain reference value for risk control of PPP projects of the same type of enterprises.
