In recent years,the power distribution network of Fangxian county has been faced with the problems of insufficient power supply capacity and low equipment level,which need to be improved urgently.Fangxian Power Supply Company shall carry out a new round of upgrade and reconstruction of rural grid for the existing problems.Through the rural grid renovation project,it is expected to optimize the management of rural grid loss reduction,ensure the safety of rural grid power consumption,improve the distribution capacity of a rural grid,and realize the economic,ecological and social benefits.However,most post-evaluation methods focus directly on the project itself and ignore participants throughout the project.Balanced scorecard provides a new framework,which starts from multiple perspectives and integrates multiple aspects to become a performance measurement tool.In this paper,the balanced scorecard will be integrated into a new dimension and become a project evaluation tool to evaluate the rural grid renovation project of Fangxian County.This paper first introduces the relevant theories of project evaluation,including traditional evaluation methods,BSC,target management theory and target incentive theory.For project evaluation,BSC is a new evaluation tool.Secondly,the paper introduces the specific situation of the reconstruction project of fangxian rural network,discusses the defects of the current situation of rural grid and the countermeasures.Thirdly,to discuss the necessity of using the BSC as an evaluation tool,to improve the design of the dimensions.Through the establishment of strategic map,the internal logic of Fangxian power supply company in the process of rural grid renovation project was clarified,social influence dimension is added into the balanced scorecard evaluation index system is established on the basis of the original one.According to the principles of comprehensive and systematic,scientific and practival,concise and operable,and hierarchical,three to five representative indicators are selected from the five dimensions which include finance,customer,internal process,learning and growth,and social impact,and the specific data or questionnaire survey results are used to show the status of each indicator..The quantitative index and qualitative index of each dimension are combined to examine the construction results of fangxian rural grid renovation project from a broader perspective.Finally,this paper uses analytic hierarchy process(ahp)and fuzzy comprehensive evaluation method to make mid-term evaluation on the achievements of Fangxian rural grid renovation project from 2015 to 2017.Analyze the final score of the project,to put forward countermeasures and suggestions.Then A multi-level evaluation system combining financial and non-flnancial,quantitative and qualitative indicators is obtained,which provides reference and advice to the rest of the "thirteenth five-year" rural grid renovation project.
