With the rapid development of the economy and society and the continuous promotion of new formats in the power industry, the country’s investment in power projects is increasing day by day, especially the “carbon peaking and carbon neutrality goals” and the construction of new power systems have put forward higher requirements for the work quality and efficiency of project construction. Therefore,it is particularly necessary to conduct research on project performance evaluation for power construction projects, which can not only improve project management level and assist enterprises in scientific decision-making,but also timely summarize phased achievements and identify problems in the management process, thereby ensuring the smooth progress of construction projects. This has practical significance for enterprises to improve market competitiveness. This article first elaborates on the background, purpose, and significance of the research.Based on the current research on performance evaluation at home and abroad, relevant theories and research results are summarized using literature survey method. The article discusses and analyzes the definitions of performance, performance appraisal, and describes commonly used evaluation methods.Through comparative analysis,it is concluded that the balanced scorecard method has the best comprehensive performance.Taking the performance evaluation of L Corporation’s 220 k V transmission and transformation project as an example, this paper briefly introduces the project overview and organizational structure, analyzes the principles of indicator construction, standing at the height of the company’s annual goals and tasks, and constructs project performance evaluation indicators based on the balanced scorecard method, which are divided into four dimensions: financial management dimension, construction process management dimension, customer dimension, and learning and growth.Calculate the weights of the four dimensions and corresponding indicators using the Analytic Hierarchy Process.Combining the weights of indicators at all levels, the fuzzy comprehensive evaluation method was used to study the performance of each dimension of the project, and the four dimensions were analyzed based on the evaluation results. Finally, this article provides countermeasures and suggestions for L Company’s project performance management from four aspects of the balanced scorecard. This article aims to evaluate and analyze the performance of L Company’s 220 k V power transmission and transformation project, help the company identify weak links, overcome construction difficulties, block management loopholes, optimize existing management processes, control measures, and control measures,in order to improve project management level, improve the quality of project completion, further enhance the economic and social benefits of the project, and better promote the achievement of the company’s strategic goals.
