| Chinese research and renovation on rural power grids started comparably late,and due to historical and self-construction reasons,rural power grids have been existed some problems such as unscientific structure and planning,and low level of intelligence technology,that cannot match with the developing and construction of rural areas.To solve this issue,China has invested a lot of money,equipment and technology in upgrading rural power grids.Therefore,in order to improve the benefits of rural power grid renovation projects,the government,power enterprises and other parties are actively researching and improving the post-evaluation work of rural power grid renovation projects.The ultimate service objects of rural power grid renovation project are vast rural users,hence,there is a direct relation between the effects of rural power grid renovation and the satisfaction of rural users,to improve better the living standards of rural users,to reflect the value standard of public services provide by government and state-owned enterprises,it is necessary to carry on the scientific and reasonable evaluation on the rural power grid renovation project,and bring services into correspondence with rural users requirements.This paper research on completed rural power grid renovation projects in Guoyang,on the foundation of degree of farmers’ satisfactions,combined with the characteristics of renovation projects,established four principles of engineering evaluation system which are power supply performance criteria,economic evaluation criteria,social evaluation criteria and energy and environment evaluation criteria,further subdivided to get 12 detailed indicators.The expert opinions are obtained through the expert consultation method,and the weight of each index is finally determined to construct the post evaluation system of the rural power grid renovation project,and the empirical research is carried out.In this paper,collect the relevant data of farmers’ satisfaction by questionnaires,acquire the degrees of rural farmers’ satisfaction in Guoyang on the Power supply performance,economic evaluation,social evaluation,and energy and environment evaluation,discover that after completion of rural power grid renovation projects,high degree of satisfaction from farms of power supply performance,satisfaction with power quality has increased;The degree of satisfaction of the indicators of urbanization process is relatively higher,but the degree of satisfaction of the investment environment in rural areas is the lowest,the investment policies still need to be strengthened to provide a good investment environment.The satisfaction of quality of power supply service is low,so it is necessary to strengthen the publicity work,popularize the laws and regulations of electricity utilization,and accomplish consultation and complaint solving well.The lowest degree of satisfaction with environmental is from rural grid facilities,so preservation of original rural features should be considered in power grid planning and design to reduce the impact on the environment.Through the empirical study on the rural power grid renovation project of Guoyang Power Supply Company,the final comprehensive score of this project is 88.61,and the satisfaction rating is satisfied.However,there are still some deficiencies to be improved.Combined with the overall analysis of the post-evaluation results of the project,the following suggestions are put forward for the further rural power grid renovation project in Guoyang:(1)Improve the overall planning of rural power grid renovation;(2)Strengthen policy implementation;(3)Strengthen propaganda and education;(4)Optimize rural energy structure;(5)Carry out rational distribution and accurate construction;... |
