Study On The Reform Of Guangxi Railway Management System Under The Leadership Of The Government

In recent years,China's reform and opening up has been deepening and expanding,and the development of railway construction has ushered in unprecedented opportunities.The central government has accelerated the decision-making and deployment of railway construction and development,promoted the continuous growth of railway operation mileage,made passenger and freight services more convenient,improved the railway service guarantee ability and market competitiveness,and achieved fruitful results in technological innovation of high-speed railway.At present,China has the world's most modern railway network and the most developed high-speed railway system network.In China,railways are not only the lifeblood of the national economy,but also the most important infrastructure and public transport in our country.They play an irreplaceable and important role in our national economic and social development.As a typical network industry,railway transportation industry has obvious characteristics and complexity.It is not only a public infrastructure,with dual attributes of private goods and public goods,but also has dual responsibilities of public welfare and market.Compared with other types of industries,railway reform is relatively difficult.With the rapid development of China's railways,some long-term problems have gradually emerged.The management system does not adapt to the development of market economy,the market and public welfare are difficult to balance,the debt problem is serious,the construction financing is difficult,and the supervision system is imperfect,which restricts the deepening reform and development of railway.Despite the abolition of the Ministry of Railways in the institutional reform of the State Council in 2013,China Railway Corporation was established.But in nature,the Railway Corporation is a wholly state-owned enterprise under the direct control of the central government and funded by the Ministry of Finance.It is somewhere between the special role played by railways in China's economy and society,and the role of the government in regulating the operation and management of Railways has never been interrupted.At present,the level of market economy development and the problems of reform and development faced by railways in China urgently need the government to perform its own functions and play a leading role in railway reform.While adopting financial and policy support,we should strengthen the supervision of railway enterprises and markets and promote the continuous deepening of railway reform.Based on the theories of government and government functions,new public management and government failure,and taking Nanning Railway Administration Group Company of China as the research object,this paper summarizes and analyses the problems existing in the reform of railway management system under the guidance of the government,and puts forward that the government should play a leading role in railway reform.To promote Guangxi Railway to speed up the establishment of modern enterprise system,improve the public welfare railway supply mechanism,properly handle the debt problem,improve the railway financing mechanism,and strengthen the construction of supervision system.It is hoped that under the leadership of the Party,the government can play a leading role in promoting the reform of state-owned enterprises represented by railways,and better play the role of Railways in the economic and social development of Guangxi.
