Research On Execution Of Precise Poverty Alleviation Policy For Photovoltaic Power Generation In M County Of Heilongjiang Province

With General Secretary Xi Jinping’s investigation of the concept of "precise poverty alleviation" in Shibadong Village,it is imperative to solve the problem of rural poverty.M County of Heilongjiang Province has been in a long-term poverty state due to its geographical disadvantage,large number of poor people,continuous poor areas,single development industry,poor natural environment and weak infrastructure.Through the efforts of the whole province,the effect of poverty alleviation has been obvious in recent years,among which photovoltaic power industry as a poverty alleviation project provides a new way of sustainable development.However,there are still some problems in the concrete implementation of the policy,which have become the focus and difficulty of influencing the smooth eradication of poverty in M county.Taking M County of Heilongjiang Province as the research object,this paper expounds the actuality of implementing the precise poverty alleviation policy of photovoltaic power generation in M County.According to Smith’s theory of "Smith’s Policy Implementation Model",combining with the viewpoints of idealized policy,executing agencies,target groups and executing environment in the policy implementation model,this paper uses the methods of literature review,investigation and analysis,case study to analyze the problems existing in the implementation of the photovoltaic poverty alleviation policy in M County,and finally puts forward some pertinent suggestions for the photovoltaic poverty alleviation policy.Implementation provides a new research direction.This paper consists of five parts.The first part is the introduction.It introduces the background and significance of the topic,the current domestic research situation,and the current situation and research methods of the implementation of the photovoltaic policy in M County.The second part is a systematic exposition of the implementation of the precise photovoltaic poverty alleviation policy and Smith’s theory.The third part puts forward the corresponding problems according to the implementation of the photovoltaic poverty alleviation policy in M County.The fourth part,aiming at the existing problems,uses Smith’s policy execution model to analyze the causes of the problems.The main reasons are the imperfection of the policy itself,the lack of coordination and enthusiasm of the executing agencies,the sense ofidentity and participation of the target groups.Insufficient degree,imperfect policy implementation environment and so on.The fifth part,based on the analysis of the causes,puts forward the corresponding countermeasures and suggestions to improve the flexibility and pertinence of the photovoltaic poverty alleviation policy objectives,improve the administrative efficiency of the executive agencies,strengthen the communication between the target groups,and create a good policy implementation environment.
