As early as 2006,the outline of the Eleventh Five Year Plan for national economic and social development of the people's Republic of China proposed that efforts should be made to increase poverty alleviation and all sectors of society should be encouraged to actively participate in poverty alleviation."Targeted poverty alleviation",as one of the three key battles clearly pointed out in the report of the 19 th national congress,is of great significance to national development.In 2018,the opinions of the CPC Central Committee and the State Council on the implementation of the Rural Revitalization Strategy stressed that by 2020,the rural poor need to reach the current standard to get rid of poverty,and all the poor counties need to take off their hats,and solve the regional overall poverty.With the approaching of the time limit,the attention and participation of all sectors of the society for targeted poverty alleviation are gradually increasing.Private enterprises are not only an important force of social poverty alleviation,but also bear the burden of fulfilling social responsibility.Their ways and methods of participating in targeted poverty alleviation and information disclosure have high research value.However,in spite of the increasing number of enterprises involved in targeted poverty alleviation,the topic is relatively new for all enterprises,and because it has certain Chinese characteristics,it is difficult to obtain full reference from other countries,so in the process of fulfilling the social responsibility of enterprises,there is a problem of fragmentation and disorder,and at the same time,there is a lack of systematic and quantitative information in the relevant disclosure Therefore,it is difficult to evaluate and compare the poverty alleviation effect of enterprises.This in turn further hinders the mutual learning and common progress between enterprises.This is an urgent problem whether it is for the sustainable development of targeted poverty alleviation or for enterprises to actively fulfill their social responsibilities.In order to study the problem and make relevant suggestions,this paper focuses on the targeted poverty alleviation project activities of the case company,based on the actual situation of Geely Group,starting from three aspects of laws and regulations,public concern and government limitations,to show the rationality and necessity of taking "targeted poverty alleviation" as the social responsibility issue of the enterprise.Then,based on the specific implementation behavior of Geely Group in the targeted poverty alleviation project,according to the "2 + 7" corporate social responsibility issue management concept proposed by Xiao Hongjun(2017),this paper expounds the planning and implementation of the "targeted poverty alleviation" issue,and according to the characteristics of Geely,analyze in depth from "responding to the attention of all parties","social and environmental risk prevention","information disclosure and value creation","information disclosure and value creation","stakeholders" and "long-term sustainability" to show the complete system architecture of targeted poverty alleviation in all aspects and lay the foundation for subsequent performance evaluation.In view of the problem of performance evaluation of quantitative indicators,this paper draws relevant experience from the macro regional poverty alleviation performance evaluation indicators by referring to the domestic and foreign literature of previous indicator system construction,and then constructs performance evaluation based on the four dimensions of "poverty alleviation investment","poverty alleviation results","information disclosure" and "external evaluation" according to the actual situation of targeted poverty alleviation itself and Geely Group Index system.At the same time,through field research and questionnaire survey,this paper determines the index weight in the system,and finally constructs Geely Group's performance evaluation index system of targeted poverty alleviation.At the same time,according to the established performance index evaluation system,calculate the comprehensive performance results of Geely Group's indicators from 2016 to 2018,and then make a vertical comparison between the years,so as to get the successful experience of enterprises participating in targeted poverty alleviation and suggestions on how to improve.In conclusion,on the basis of summarizing previous studies and clarifying theoretical support,this paper takes targeted poverty alleviation as a corporate social responsibility issue and establishes a systematic analysis framework.Then,it formulates a poverty alleviation performance index evaluation system and determines the index weight for the case enterprises.On this premise,it compares and analyzes the targeted poverty alleviation situation of the case enterprises vertically and summarizes the poverty alleviation situation of Geely Group: performance of poverty alleviation has increased steadily,especially the investment in poverty alleviation;the growth of poverty alleviation effect has slowed down;the importance of information disclosure has gradually increased;the external evaluation is generally stable,and the report disclosure is slightly delayed.Finally,combined with the general situation in practice,this paper gives some enlightenment.First,poverty alleviation enterprises need to strengthen the importance of information disclosure.Second,they need to further refine the data and quantify the participation of stakeholders.At last,they should introduce the third-party evaluation,and pay attention to the timing of disclosure when necessary.
