Since photovoltaic poverty alleviation became one of the "ten targeted poverty alleviation projects" in 2015,it has once become the first choice for poverty alleviation projects in many provinces and cities.It not only conforms to the national ecological concept that green water and green mountains are mountains of gold and silver,and makes full use of the clean and environmentally friendly characteristics of solar energy,but also can continuously and steadily generate benefits,help the poor out of poverty as soon as possible,take targeted measures to alleviate poverty,and forge ahead towards the goal of building a moderately prosperous society in an all-round way in the new era.Photovoltaic poverty alleviation project as an example in this paper,east of the camp,using interview method,questionnaire method,case analysis,statistical analysis on the six towns of Dongying district 8 power station for the whole life cycle analysis,combining with the polycentric governance theory,sustainable development theory,theory of poverty alleviation and development related theory,such as depth analysis of Dongying district photovoltaic poverty alleviation project development present situation,existing problems and reasons,solutions,and give more accord with Dongying district in Shandong province and even the crucial work measures and suggestion out of poverty.This paper mainly analyzes the problems and countermeasures in the re-implementation of the photovoltaic poverty alleviation project in Dongying district.First of all,this chapter focuses on the research background and significance of photovoltaic poverty alleviation project,the research status at home and abroad,the research route and methods,and the innovation points and introduces the concepts and theoretical basis of the poverty alleviation project.The second,the development status of photovoltaic poverty alleviation in Dongying district.According to the survey,Dongying district has the characteristics of great difficulty in poverty alleviation and high probability of poverty return.Therefore,eight photovoltaic poverty alleviation power stations,including Yangji and Jijia,have been built to carry out targeted poverty alleviation by distributing the income from photovoltaic power generation and state subsidies to the poor.This paper mainly is the current practice of photovoltaic poverty alleviation in Dongying district problems and causes analysis.From mechanism,policy,capital,maintain four aspects this paper expounds the difficult to coordinate projects involving diversified unit aims and photovoltaic project financing channel is single and lack of funding for poverty alleviation,insufficient publicity and supervision make the supporting facilities of the project unable to meet the needs of the project,and the non-standard maintenance and management of the project makes it difficult to guarantee the power generation.Then,the countermeasures and Suggestions in the practice of photovoltaic poverty alleviation in Dongying district.By referring to the light spots of photovoltaic poverty alleviation in other provinces and cities,this paper gives some countermeasures and Suggestions on strengthening the organization and coordination and financial support,strengthening the publicity and supervision,and establishing the market access mechanism in the practice of photovoltaic poverty alleviation in Dongying district,so as to facilitate the better development of photovoltaic poverty alleviation work.Conclusion and prospect,through the analysis of the photovoltaic poverty alleviation project in Dongying district,the difficulties and challenges encountered in the photovoltaic poverty alleviation industry in Dongying district are summarized,and policy Suggestions are put forward for the better development of the photovoltaic poverty alleviation industry in Dongying district and other cities.
