The Yellow River is our mother river,which has bred a brilliant Chinese civilization.At the same time,it is also one of the most difficult rivers in the world to control."Small water contains big sand","flood disaster".Every year,800 million tons of sediment deposit,causing the downstream river bed siltation and atrophy aggravated,the flood-carrying capacity declined sharply,and the safety of the middle and lower reaches is threatened by floods.In drought years,the Yellow River will be cut off,affecting the production and life along the Yellow River.In this situation,how to ensure the stability of the Yellow River and avoid the occurrence of flood and drought disasters is a realistic problem.The core of the problem is to strengthen the control and management of the Yellow River.The practice of harnessing the Yellow River for thousands of years has proved that actively promoting the development of the cause of harnessing the Yellow River,vigorously developing professional talents for harnessing the Yellow River and giving full play to the wisdom and creativity of professional talents for harnessing the Yellow River play a key role in promoting the stable development of the Yellow River and ensuring the social and economic stability along the Yellow River.Based on the theory of talent development,this paper systematically studies the talent development system of river management specialty in Z River Bureau by means of literature analysis,field investigation and comparative study.The main purpose of the study is to explore the demand for professionals in the Yellow River harnessing by Z River Bureau,and to find a suitable talent development path for the development of Z River Bureau.The core content of this paper: Firstly,the background,purpose and significance of this topic are discussed.Through combing the research results of talent development at home and abroad,the design ideas and research methods of this study are expounded.Secondly,this paper discusses the theory of Yellow River governance,the theory of talent development and its significance to the development of river management professionals,focusing on defining the concept of river management professionals from the perspective of talent contribution to the Yellow River governance.Thirdly,it combs the evolution and characteristics of river management talents of Z River Bureau,analyses the current situation of river management professionals of Z River Bureau,analyses the root causes of the problem of lack of river management professionals,and puts forward the way to develop river management professionals.Fourthly,the design idea of the talent development system of river management specialty is discussed in detail.First,we classify river management professionals into three categories,namely,technical workers engaged in river repair and management,technical personnel engaged in scientific research and management decision-making talents with overall awareness,and analyze and demonstrate the internal relationship between the level of Yellow River management and the corresponding level of talent demand.The second is to construct an open talent development center for river management professionals and analyze its role in education,training,service and evaluation of river management professionals.Thirdly,it explores two ways to realize talent development: establishing an education and training system serving the development of Yellow River Management and establishing a talent introduction system for river management professionals.The aim is to rationally plan and implement the strategy selection of talent development according to the different emphasis on talent demand at different stages and levels of the Yellow River governance and development.Based on the study of the talent development system of river management specialty and the actual needs of the Yellow River management of Z River Bureau,this paper tries to develop professional talents scientifically and rationally in terms of quantity and structure,so as to find a feasible way for Z River Bureau to deepen the reform of Yellow River management and maintain the healthy development of Yellow River management.
