Study On The Strategy Of Rural Planning With Ecological Priority

With the development of social economy and the advancement of new urbanization in China,the difference between urban and rural dualization has increased.With a large number of people entering cities and towns,the phenomenon of rural fragmentation has become prominent.The Central Committee of the Communist Party of China and the State Council issued the Strategic Plan for Rural Revitalization(2018-2022),which clearly defines the status of rural areas in the modernization of the country,and puts forward that "rural revitalization will lead to the rise of the country and the decline of the country".In April 2018,Guizhou Province promulgated the "Opinions on the Implementation of the Rural Revitalization Strategy of the Guizhou Provincial Committee of the CPC Guizhou Provincial Committee and the Guizhou Provincial People’s Government".The strategy of Rural Revitalization was comprehensively deployed,and rural construction has become a new hotspot of planning and construction.However,in the past,urban planning and construction methods were often used in rural construction.There was no specific ecological planning for rural areas.After a period of testing,it was not suitable for rural areas.Rural planning still needs to take the ecological priority road.Rural areas should seek planning strategies and methods suitable for their own development,take ecological priority as the guide,solve the multiple pressures faced by rural ecology,improve the production and living conditions of rural residents,improve their quality of life,develop green agriculture,protect and develop rural natural and cultural context,and create healthy,comfortable and sustainable ecological countryside.This paper consists of four parts:The first part is the topic demonstration and thesis research design.This paper demonstrates the importance and urgency of the topic selection,and rationalizes the technical route of the research.This paper explains the background,purpose,significance,methods and ideas of the research.The second part is the research progress and theory.This paper expounds the concept and origin of countryside,systematically consults and analyses the research progress of rural planning and ecological countryside,reveals the development course of rural planning,analyses the problems faced by countryside from various angles,and analyses the weakness of ecological priority rural planning and the need for strengthening.Based on the demands of rural planning for ecological harmony and sustainable development,it is pointed out that ecological priority of rural planning is the general trend.Then the connotation of ecological priority is analyzed,typical cases at home and abroad are analyzed and summarized,the Enlightenment of rural planning in China is considered,the value orientation of the strategy of ecological priority rural planning is analyzed,and the goal of rural planning is to establish a harmonious rural human settlements environment.The third part is the study of ecological priority rural planning strategy.The basic principles of eco-priority rural planning are clarified,and the planning strategy of eco-priority maintenance,production diversification and green management,life style improvement and urban-rural symbiosis is constructed.The fourth part is empirical research.Taking Zhuwang Village in Zhenning County,Anshun City,Guizhou Province as an example,this paper makes an in-depth analysis of its current situation basis,summarizes the overall ecological characteristics of natural ecosystem,economic ecosystem and settlement ecosystem of Zhuwang Village,and summarizes the current problems it faces.Based on the planning principle of ecological priority and the theme orientation of "ecology,production and life",this paper puts forward the ecological priority and rural ecological style.Landscape structure;resource activation,characteristic management of ecological industry;development planning strategy of Zhuwang Village for rural reconstruction and improvement of rural human settlements.The research methods adopted in this paper mainly include:literature analysis,case analysis,social investigation,graphic analysis,system analysis,which adapts and effectively supports the research.The characteristics of this paper are as follows:the principle of "ecological priority" is introduced into the theory and method of rural planning,and the strategies and measures of ecological priority in rural planning are put forward from both theoretical and practical levels.The weak problems of ecological environmental protection and development in accordance with local conditions in current rural planning are effectively solved through theoretical and empirical research.
