Since the beginning of the 21 st century,energy demand in China has been on the rise.With the increasing requirements for environment protection,solar power generation has become one of the main forces of power growth by virtue of its renewable,safe and convenient exploitation.The PV industry has thus become a strategic emerging industry.After nearly 20 years,China's PV industry has made remarkable achievements: the annual and cumulative installed capacity of PV power generation have ranked first all over the world for many years;the key technologies in the field continue to innovate and break through,and have become the world's powerhouse.The PV manufacturing capacity is growing rapidly,the annual output value of the PV industry chain is hundreds of billions of dollars,and the number of employed people is millions;the PV industry has become an important field to support China's social and economic development.At the same time,however,China's PV industry has also accumulated problems that cannot be ignored: the shortage of subsidies for renewable energy has intensified,and the crisis of overcapacity in PV manufacturing has become increasingly prominent.The market is overheating.Once the market environment changes significantly,it will lead to a serious dilemma.On May 31,2018,the relevant ministries and commissions issued the "Notice on Matters Related to PV Power Generation in 2018",which had a large impact on the domestic PV industry and had a significant impact on the development status of PV manufacturing enterprises.China's PV industry has entered another round of “shuffle period”,especially for many manufacturing companies,which have faced a huge crisis of survival and development.How to take effective measures to strengthen crisis management,properly cope with difficulties and smoothly enter a new development cycle has become an urgent problem,not only for the survival and development of the entire industry,but also for the society.From mesoscopic perspective,studying the crisis management of China's PV manufacturing enterprises under the background of the "5.31" new policy has some theoretical significance for promoting the application of organizational cycle theory and enterprise crisis management theory in PV manufacturing and other similar industries,which also has important practical significance for the stable,rational,healthy and sustainable development of PV manufacturing enterprises.This paper is composed of 6 parts: The first part briefly introduces the significance,background,content and ideas of the research.The second part focuses on the research of enterprise management bionics and enterprise organization hyper-cycle theory.The third part briefly reviews the development of China's PV industry and the evolution of relevant policies,on the basis of re-defining the PV manufacturing enterprises,the organizational cycle model for photovoltaic manufacturing enterprises is proposed.In the fourth part,the relevant background,specific content and market representation of the “5.31” new policy are introduced.The fifth part combines the crisis management cases and crisis response actions of typical PV manufacturing enterprises of different scales in China,analyzes the inherent causes for the different effects of different strategies,and put forward some countermeasures and suggestions for the crisis management faced by different types of PV manufacturing enterprises.The sixth part is the conclusion.Through research,this paper has redefined the PV manufacturing enterprises,based on the enterprise organization cycle theory and crisis management theory results,combined with the actual situation of China's PV manufacturing enterprises to research and expand the organization's hyper-cycle theory for the PV manufacturing enterprise organization,and proposed a “three-sub-cycle” model,which is used to study and classify the main crisis faced by PV manufacturing enterprises under the “5.31” new policy,expounding the essence of various crisis.Finally,combined with the crisis management of typical PV manufacturing enterprises in the actual case,this paper has proposed the corresponding crisis management suggestion strategy.
