Research On Supervision Of Civil Airport Security Operation By Game Theory

Government supervision plays a very important role in implementing various regulatory policies,reducing the risk of out of control,eliminating kinds of illegal operation,and reducing accidents caused by unsafe operation.The Conflicting but interdependent interests between government and civil airport has become the main driving factor to launch the game in the process of implementing supervision.It also makes the issue of civil airport security operation supervision show unique characteristics of long-term,dynamics and complex system.In view of this,a game strategy analysis mode for civil airport security operation supervision has been constructed based on game theory and system dynamics,and an optimized dynamic strategy has been proposed.The specific contents are as follows:There are two prerequisites for the implementation of government supervision: legal system and organizational structure.By researching the legal system of civil airport security operation supervision of U.S.A,EU and Canada,this paper has contrasted the similarities and differences between China and others.At the same time,the characteristics of organizational structure under different supervision modes of airport security operation supervision have been studied.On basis of that,the differences of legal and organizational systems between China and other civil aviation powers have been summarized,which provides a theoretical basis for further improving the security operation supervision system of civil airports.Biased reviewing the development of supervision game,a static game model of civil airport security operation supervision has been constructed using traditional game theory.By researching Nash equilibrium of mixed strategy,it’s found that the static game model has the limitation of simplification and single game.Therefore,assuming that airport would show different coping strategies with different supervision measures,a dynamic game model of civil airport security operation supervision has been established.And though studying the structure of model and solution method of Nash equilibrium,this paper reveals the shortcomings of traditional game theory in solving this problem.Aiming at the limited rationality and information asymmetry of the two players in the civil airport security operation supervision,an evolutionary game model of civil airport security operation supervision has been constructed by the evolutionary game theory.On the basis of studying the replicator dynamic equation of government supervision department and civil airport,the two-dimensional dynamic system of evolutionary game has been established,and the equilibrium solution of evolutionary game model has been solved.And the stability of each equilibrium solution has been discussed by using Friedman theory.The results show that the evolutionary game model of civil airport security operation supervision can find the corresponding local stable equilibrium solution under different parameter assumptions.Based on the practical significance of partial equilibrium points,the SD-based civil airport security operation supervision game simulation model has been constructed by the theory of system dynamics.Through the simulation of the pure strategy and hybrid strategy of the game system,both of them would cause the evolutionary game system to oscillate,and the oscillating trend will not weaken as the evolution continues.Furthermore,under the guidance of the optimal control strategy theory,the dynamic penalty strategy and dynamic supervision strategy has been designed to successfully suppress the fluctuation phenomenon of the strategies in the game process,and this paper has proved that the evolutionary stable equilibrium strategy is the Nash equilibrium under the hybrid strategy.Through in-depth analysis of the supervision capacity of government and the probability of unsafe incidents occurring in civil airports,this paper has discussed the impact of the two on the game process,and which illustrates that government should comprehensively enhance their supervision capacity.What’s more,in the process of further perfecting the supervision system,paying much attention to the historical security operation status of civil airports,transforming the concept of supervision,and innovating the way of rewards and punishments will help to improve the level of security operation supervision of civil airports.
