Study On The Project Organization Structure Of C Research Institute

The studies and practice of how does corporation transform their project organization structure from traditional ones to new kind of structure to fit in modern project management circumstance had lasted 50 years since 1960s.C Research Institution(CRI)is a R&D institution in the field of the fast-growing nuclear engineer industry,and have a great amount of opportunities to carry out multiple R&D programs and have to face the competition challenges.The project organization structure of CRI cannot meet the request of multiple-project management.As a result,CRI is planning to transform their traditional form of project organization structure to matrix form,while retain the "two-chief system" of defense industry to make the research departments of CRI reach higher level of research abilities.In this thesis the author introduced the concepts and theory of project organization structure and "two-chief system" of Chinese defense contractors' project management,then made an analysis of the differences and comparisons of most popular project organization structures from multiple aspects,and introduced the technical decision and control system of R&D projects.Then the author analyzed the condition of project management and organization structure,including department setting and responsibility,project management procedure,especially analyzed 3 critical problems of CRI in the field of communication,cost accounting and resource assignment and leveling.After the study organization theories and then with the combination of the current condition of CRI,the author chose matrix form of organization structure for CRI as objective.Then designed a comprehensive solution for the transformation in multiple aspects including project management procedure optimization and flex resource management system.The project authority hand-over,responsibility assignment,resource management,technical leader and control system,and PMO's function are the key dimensions of the organization design to solve the problems in CRI.The preparation is importance for the solution to be implemented.The preparation includes setting up a high-level committee to drive the implementation,composing the plan,rules and regulations,perform training and discussion events to introduce the new matrix organization structure.CRI began the action by make one department to implement the matrix project organization.thesis made a brief case study of the progress and experiences the of this initial experiment.The author hopes this study can be inspirable for research institutions that are plan to reengineering the project management procedure and upgrading their project organization structure.
