Highway transportation is connected with thousands of families.On this basis,a expressway with high speed,safety and high traffic capacity not only helps optimize the transportation network layout,but also promotes the logistics,resource development,industrial structure adjustment and lateral economic union along the line.But the construction of the expressway is huge.If only by government investment,its construction speed can not keep up with the speed of economic development,which urgently needs a model which can ease the financial burden of the government and improve the efficiency of the operation of the project.Through practice and exploration,“BOT+EPC” mode of investment,construction and operation has gradually become the mainstream mode of expressway project investment and construction.Under the "BOT+EPC" model,the use of the traditional organizational structure of the expressway project can not adapt to the new organizational institutional mechanism,which leads to the problems of information transmission and communication barriers,interface conflict,structure adaptability and so on.This will eventually lead to failure to achieve the goals of the participants in the project organization.Under this background,the project organization structure adapting to the "BOT+EPC" mode is expected to provide effective organizational guarantee for expressway project construction and management.Based on the theory of organization and project management,analyzing the organizational environment of the expressway project,the owner's objectives and the organizational needs based on the owner's project objectives under the "BOT+EPC" mode.In this way,this paper gets the design elements of the project organization structure of work specialization and function,control span,organization level,centralization and decentralization,and information liquidity.The information theory is used to analyze the source and the correspondence,channel,noise and various design elements.Constructing 3D grid matrix and information flow model of "BOT+EPC" mode expressway project composed of 24 sub information flow systems.Based on entropy weight method,the weight of the design element is determined and the correlation of the design elements is combined.The relationship analysis gets 3 key elements of organizational structure design:organization level,control span and information flow.The fractal theory is applied to qualitatively analyze the fractal relationship between organizational structure,target fractal,structural fractal,functional fractal,and project organization resources and information increment.Quantitative analysis of effective combination of organization level and number of fractal elements based on similarity dimension is carried out.The index system of influencing factors of expressway project organization structure under "BOT+EPC" model is constructed with four dimensions of organizational advantage:organizational advantages under the "BOT+EPC",project organization needs based on overcoming traditional organizational obstacles,project organization needs and expressway project characteristics based on owners' project objectives.The entropy weight-IAHP method is used to adjust the similarity dimension,and the information flow parameters of the project organization structure are finally obtained,which provides a method for constructing the expressway project organization structure suitable for the "BOT+EPC" model.Finally,the paper applies the research results to the C expressway project,verifies the effectiveness of the research results,and draws the corresponding management inspiration.
