China’s construction project management model from Xiamen.At present,the construction agency system pilot projects are carried out in various parts of China,can be summarized as Shanghai,Shenzhen and Xiamen.July 16,2004,the State Council,"the decision on reform of investment system," an official document clearly recognize the agency construction project management.In 2003,the Ministry of Construction "on the development of general contracting and project management business guidance," the parties,leading to the parties on behalf of the system,general contracting,project management,the relationship between the three puzzled and thinking.Based on the existing research,this paper expounds the theory and model of engineering project management.As the theory source and practice foundation of agent construction system,three models of agency construction system in China are introduced,the advantages and disadvantages of the three models are analyzed,The main legal documents of contract design,the development of agent construction enterprises,the scope of agency construction system and the difference of self-construction,general contracting and project management,discussing the supervision system and public engineering financing.This paper analyzes the agent construction system from the economic point of view The paper analyzes the legal relationship between the agents in the model of agency construction system from the legal point of view,and then expounds the significance of economics and different views in the model of agent construction.Finally,the application of agent construction system in highway project is introduced.The research of this paper has a certain theoretical significance for understanding the various views of the agent building system model,and it has certain guiding significance for the practice of the agent building system.
