Research On Innovation Of Rural Construction Planning Method In Bashang County Under The Background Of New Urbanization

In 2014,the National New Urbanization Plan(2014-2020)was officially released.The biggest difference between the new urbanization and the previous urbanization is that the new urbanization is "people-oriented" urbanization,not simple spatial urbanization.The new-type urbanization takes urban-rural coordination,ecological priority,industrial support,cultural inheritance and intensive development as its basic principles,and takes the "synchronization of four modernizations" of new-type industrialization,informatization,urbanization and agricultural modernization with Chinese characteristics as its development path,thus outlining a grand blueprint for China's rapid and sound modernization development.In order to fully realize the new urbanization in China,rural development is a crucial link.To promote rural construction and development,we must plan ahead.How to coordinate and integrate rural planning and new urbanization is a practical problem for planners.In the current practice of urban and rural planning,the common problem in rural planning is to copy the urban planning model and lack specific guidance from the upper planning.As a direct basis,County(city)town and village system planning focuses on urban agglomeration,and has less guidance on rural space,while the decision-making power of village development of necessary infrastructure and public facilities is not in the village.Based on the problems existing in the current planning system,the county rural construction planning has become a new way of thinking to solve this problem with new types of planning including rural construction objectives,rural land use,industrial development,facilities,rural features and so on.At the same time,county rural construction planning is also a new type of planning launched under the background of new urbanization.In recent years,with the vigorous development of county-level rural construction planning throughout the country,various regions have accumulated rich experience in its compilation content and methods.Bashang area is located in the northwest of Hebei Province.The main areas include Zhangbei,Shangyi,Kangbao,Guyuan,Chabei,Saibei in Zhangjiakou and Fengning Manchu Autonomous Counties,Bashang of Weichang Manchu and Mongolian Autonomous Counties in Chengde.Because of its unique geographical location,harsh climate,low population density,scattered villages,serious hollowing and low ecological carrying capacity,the social and economic development of Bashang area is slow.With the emergence of a series of historical opportunities,such as Beijing-Tianjin-Hebei integration,Beijing-Zhangjiakou Winter Olympics in 2022 and renewable energy demonstration zones,Zhangjiakou will inevitably become the focus of the whole country.The Bashang area should also take advantage of the situation to promote the development of rural construction,speed up the economic development of Bashang county,promote the construction of ecological civilization,get rid of poverty and find a new road suitable for its own rural development.Based on the analysis of the present situation and characteristics of County Rural Construction in Bashang area and the enlightenment brought by the current research institute of County Rural Construction Planning in China,this paper puts forward the planning concept of "integration of production and village,co-construction of three districts,urban and rural equivalence".This paper studies the particularity of Bashang area from five aspects: reconstructing the new rural hierarchy system,exploring the new land use pattern,"ecological industrialization,industrial ecology",realizing differentiated development,perfecting facilities,realizing urban and rural service equivalence,controlling ecological bottom line,implementing policies at different levels and respecting regional background,and highlighting "Bashang amorous feelings".A new strategy suitable for the compilation of county-level rural construction planning in Bashang area is refined.So as to promote the sustainable,healthy and stable development of County Rural Construction in Bashang area.Finally,through Kangbao County County Rural Construction Planning from the above five aspects of planning and research strategies for empirical verification.Suitable methods for county-level rural construction planning in Bashang area are extracted,which can provide meaningful guidance and reference for other county-level rural construction planning in Bashang area.
