Study On Rural Construction Planning Of Counties And Districts In Guangzhou,Zengcheng

In order to further complete the rural plan making system,strengthen the rural construction plan and management,discuss urban and rural whole planning,multi-regulation in one county and town planning methods,in 2014,MOHURD selected five areas to carry out the county rural construction planning pilot work,proposed that all counties(cities)would complete the overall goal of county(city)rural construction planning or revision in 2020.All over the country began to promote the work,but the lack of authoritative national norms or guidelines,the practice of this newly prepared classification in the industry is still in the exploratory stage,the related academic literature is also less which needs to be added.This paper focuses on the practice of county rural construction planning in Zengcheng District of Guangzhou,and tries to explore a set of technical framework fitting for the preparation of county rural construction planning in economically developed and urbanized rapid developed regions.The research subject is divided into four parts,including the second,third,fourth and fifth chapters.The second chapter first analyzes from the point of view of perfecting the system of urban and rural planning,it is concluded that the county rural construction planning should be an important supplement to the urban planning for the rural areas.It is also the direct basis of the county planning and village planning,the role has a macroscopical and microscopic levels,it is necessary to emphasize the coordination and emphasize functional control of the system.Based on this,paper puts forward the general principles,main tasks and basic methods of county rural construction planning,and provides reference for the planning department to formulate relevant norms.The the third chapter is the general thinking of the practice of county construction planning in Zengcheng district.By comparing the exploration process and practice in the first two rounds of village planning,the author draws out the experience which is worth learning in the preparation of this kind of regions with urbanization and rapid development represented by Zengcheng County.The fourth chapter focuses on the technical points of the rural construction planning in Zengcheng County.Based on the thinking of " from incremental to decreasing,from blood transfusion to hematopoiesis,from hard targets to soft power",this paper discusses how to build the overall system to solve the three contradictions in the full region,and how to build a rural cluster to improve the effectiveness of planning and management in the unit.And then,it shows the methods of how to translate planning documents into practical results.The fifth chapter,combined with the relevant guidelines,rethinks and evaluates the practice of county rural construction planning in Zengcheng District of Guangzhou,and puts forward some suggestions for deepening and upgrading.
