Research On Elastic Method In The Regulatory Detailed Planning Of Small And Medium-sized Cities

Since China's Reform and Opening up,with the accelerating process of urbanization in our country,the appearance of cities has been changed extremely.The urbanization course through the 40 years has changed profoundly the pattern about the geographical landscape,the economic structure and the ecological environment,it reshaped the appearance and relationships of the urban and rural areas.Nowadays,the small and medium-sized cities occupy the important foundational status in our urban and rural system.But,the regulatory theory research and practice of small and medium-sized cities innovation lag behind that of big cities seriously,because of financial strength,technology strength,the lack of emphasis,etc.Regulatory detailed planning is the important product after the development of the socialist market economy in our country.It can be as the basis of planning administrative licensing,the implementation of planning management in the planning department.And it also can be the basis of the transfer of state-owned land use right in the land department.Its importance is self-evident.Based the methods to solve the problem about the shortage at regulatory detailed planning's theory research and practice of innovation in the small and medium-sized cities,this article mainly discusses its elastic method.It is the main research object that regulatory detailed planning of small and mediumsized cities.Based on the gauge control system practice,it makes the conventional control rules establishment in the problem about the appearance of more rigid and less elasticity.It can be divided into two aspects mainly,the basic research and research subjects.The basic research,including two parts that the theoretical research and case studies.Theory research mainly produce and evolution process of control rules in our country,analyzes some problems of the regulatory status quo,and the existing relevant theory research were summarized.It purposes to draw lessons from the advanced experience that the case study,seeking support for subject research.Subject research consists of two parts,rigid control content and elastic lead content.Rigid control content,which is the core of the development and construction control,should be properly reserved for the uncertainty of urban development.According to the article,it is the core of the research that the land and FAR.Focused on two aspects,it discussed the way to increase the content of rigid control flexibility.Such as,it increased the flexibility that adjusting land's subdivision level,increasing the compatibility,reserving land for elastic and encouraging overall development in neighborhoods.The elastic method about FAR mainly include three aspects.They are the distributed control,interval control and replace FAR by incentive policy,etc.On the other hand,this article makes the urban design be the content of lead content.It is the key to emphasis on urban design's legal effectiveness in controlling rules establishment appropriately.On the basis of index system of urban design,it tries to absorb important indicators about urban design.And the indicators should be controlled rigidly.The selected indicators should be good to enhance properties of service ability about the dominant function in the different style of small and medium-sized cities.And it should enhance the level of the living environment.Rules establishment of elastic controlling method for small and mediumsized cities,need to be flexible according to the influence of factors such as urban development,etc.All in all,we should adjust measures to different cities and different local condition.
