Study On Formulation And Management Of Regulatory Detailed Planning In Middle And Small Cities

The Town and Country Planning Act promulgated in2008, it clearly stipulates that allocation and grand of state-owned land should be based on regulatory detailed planning. Also it strongly strengthens the legal status and core position of regulatory detailed planning in urban development. Higher requirements for regulatory detailed planning’ formulation and management are put forward. In recent years, Big and mega cities such as Beijing, Shanghai, Guangzhou, Wuhan, gradually innovate formulation technique and reform management system. They make positive and useful exploration about "new regulatory detailed planning", and have obtained some achievements and valuable experience.However, in the whole country, the development of regulatory detailed planning is seriously imbalanced. Due to lack of finance, technique, attention and other aspects, most middle and small cities still use "traditional regulatory detailed planning". Their formulation technique and management system develop slowly. It is difficult to effectively control and guide cities’ developments and constructions. And the rapid and healthy development of cities is restricted. As "the main battlefield" of China’s urbanization, middle and small cities’regulatory detailed planning should be developed immediately."Stones from other hills may serve to polish the jade." Therefore, it is necessary to summarize the explorations of regulatory detailed planning in big and mega cities such as Beijing, Shanghai, Guangzhou, Wuhan, etc. Then analyzing their innovations and searching for formulation technique and management system adapted to middle and small cities in order to speed up its development.The paper is divided into three parts. In the basic research part, the background and development of regulatory detailed planning are summarized in order to grasp its context. Then "traditional regulatory detailed planning" in the dominant position at middle and small cities is researched. Its limitations and problems are explained to clear that it is unconformable to cities development. The basic research provides a foundation for the main study. In the main study part, the new explorations of regulatory detailed planning in big and mega cities such as Beijing, Shanghai, Guangzhou, Wuhan, etc are summarized and analyzed scientifically in formulation technique and management system. Through lateral and longitudinal comparison, the innovation and progress are summed up. Then, the formulation technique and management system adapted to middle and small cities are explored. Finally, in order to provide references for its development, the framework proposals about a hierarchical formulation system and a dynamic management system of regulatory detailed planning in middle and small cities are put forward.
