In the process of rapid urbanization under the dual structure of urban and rural China,the economic and social structure of underdeveloped regions is characterized by the localization of population,technology,capital and other factors.The low-quality and high-speed urbanization process is not only closely related to the relative lack of public service supply capacity,but also has a unique public service supply and demand structure.Therefore,under the background of unbalanced reality,inefficient supply and differentiated social demand,Shandong Cao County was selected as a research case,which has a strong practical significance for the study of basic education facilities allocation characteristics in underdeveloped areas;Based on the theory,the theory of fairness and justice,and the theory of effective demand,it is of practical practical significance to propose an adaptive planning strategy for the traditional planning ideas of basic education facilities.Based on the review of research progress and basic theory,the basic education facility configuration research is divided into three related research categories: facility size,facility layout and facility quality.Based on three analytical dimensions: segment structure,spatial distribution,and supply and demand of facilities,The logical framework of problem-orientedtheoretical support-character summary-cause analysis-solving strategy mainly involves the following three main contents.First of all,the feature research includes two parts: the evolution law of the chronological state and the non-equilibrium feature analysis of the synchronic state.Among them,the evolution of the chronological state revolves around the stage characteristics of the total structure of the facility,the imbalance process of the structure of the syllabary,the dual differentiation of the spatial structure,and the market characteristics of the supply subject.The configuration of the co-temporal facilities mainly focuses on the unbalanced characteristics of the service radius imbalance of the facility layout,the structure and space mismatch of the facility scale,the functional configuration of the facility quality,and the quality differentiation.Thus,the triple differentiation of the school segment,the hierarchy and the supply structure has become a typical feature of the unbalanced allocation of basic education facilities in the case areas.Secondly,in the analysis of non-equilibrium reasons,an interpretation framework is established based on the “institution-market-society” ternary framework.Among them,institutional factors are the root causes of unbalanced allocation,including urban-rural dual structure division,low educational center system and low efficiency of education input;including differences in financial supply capacity,uneven development of secondary production,and differences in township locations.Market factors have accelerated the unbalanced allocation of facilities;social factors are the direct reasons for the unbalanced allocation,including the instability of population structure,the driving force of population mobility and the shift of social demand.Finally,in terms of planning strategy,the limitations of traditional planning logic are summarized from the aspects of preparation path,planning ideas and standard constraints.Based on the theory of fairness and justice,urban-rural integration theory and effective demand theory,the principles of fairness,urban-rural integration and matching demand are proposed from the perspectives of fairness,regional perspective and demand.From the three research areas of facility size,facility layout and facility quality involved in the configuration of basic education facilities,local adaptive planning strategies are proposed,including hierarchical matching strategy,moderate difference strategy and local adjustment strategy.
