Study On Financial Viability Of The Xun Tang High Grade Highways Project In Xun Dian Poverty-Stricken Counties

In recent years,highway construction has skyrocketed.With continuous growth of high-grade highways,the road network functions and transportation services has been improved continuously.The traditional way of the high-grade highway system requires the local self-financing part of the project investment.However,the poverty-stricken areas are basically "eating finance",unable to raise the corresponding project investment.Due to the lack of reasonable investment and financing plans,insufficient funds and policy support,the financial survival of high grade highway projects in poor areas has been a big problem.Capital problem is the key to highway construction.Through drawing lessons from the highway financing experience of developed countries,this paper puts forward countermeasures and suggestions,which is of great practical significance to solve the financial survival problems of high-grade highways in poverty-stricken areas and reduce the financial burden of local governments.Firstly,this paper expounds the relevant theory of project financial evaluation,analyzes the characteristics and ability of high-grade highway projects in poverty-stricken areas,the characteristics of local finance and taxation in poverty-stricken areas,and the sources of highway construction funds.Secondly,it analyzes and draws lessons from the financing model of highway construction in developed countries.Thirdly,it takes the first-stage project of Xuntang Highway as an example,The paper calculates the net cash flow of each year during the construction period of the project,analyzes the problems existing in the financial viability of the project,and analyzes the strength,weaknesses,opportunities and threats of the project,and puts forward the countermeasures and suggestions to solve the financial viability of the first-phase project of the freeway seeking project.Finally,it summarizes and puts forward the Countermeasures and suggestions for financial viability of the high-grade highway projects in poverty-stricken areas..The research of the above paper is of great practical significance to carry out targeted poverty alleviation in poverty-stricken areas,reduce the financial risks of high-grade highway projects,and promote the development of road construction orderly and healthily in poverty-stricken areas.At the same time,the theories of feasibility study and financial analysis furtherly provide reference for the construction of high-grade highway projects in other poverty-stricken areas.
